Tenant Verification Made Mandatory in Udhampur

   

SRINAGAR: Authorities in Udhampur have made it mandatory for all landlords and property owners to disclose details of their tenants and domestic helpers, citing security concerns and the need for strict surveillance over suspicious elements.

The administration said the move is necessary to prevent anti-national and anti-social elements from using rented accommodations as hideouts by posing as tenants or domestic staff. The directive has been issued under Section 163(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023.

The order mentions that some elements mingle with the local population in disguise and could pose a threat to public safety, peace, and security. It adds that landlords and property owners must now be held accountable for verifying the antecedents and addresses of all tenants before renting out their premises.

The administration has directed that all owners must submit detailed particulars of the tenants within a week’s time from the date of the order. These details are to be provided on a Declaration Form, signed by both the owner and the tenant, and submitted to the concerned Police Station either in person or by registered post.

Even those who have already rented out or sublet their property before the order was issued must now disclose the details of such tenants without delay. The order also applies to all forms of rental arrangements, including paying guests.

The District Magistrate has also made it clear that those who have allowed jhuggis or temporary shelters on their land are equally bound to disclose the details of the occupants.

Every Station House Officer (SHO) in Udhampur district has been directed to maintain a separate register for this purpose. They have been asked to prioritise enlisting tenants from outside the region within a period of two weeks.

Strict action will be taken against anyone found violating the order. The violators will be booked under Section 223 and other relevant legal provisions. (JKNS)
