In rare of its kind, a youth who hails from North Kashmir’s Baramulla district has approached the State Human Rights Commission seeking protection of his honor and the fundamental rights.

In 2-pages complaint to SHRC, the victim-petitioner, Mushtaq Ahmad Lone a resident of Azad Gunj locality has accused G R Sufi, the State Chief Information Commission (RTI Apex Panel) for “humiliating, harassing, threatening  and violating the fundamental rights of Right to equality before law, Right to Information, Right to a fair and transparent trail in the court of law, Right to life and liberty, Right to live with human dignity, Right to freedom of speech and expression.”

As per the written plea of the victim, he has filed a RTI Complaint in the state information commission which was scheduled to be heard on June 19, 2013 before the bench of Chief Information Commissioner GR Sufi and the appellant reached there in the commission well at the fixed time. The complaint also allege that as the petitioner started pleading his case, he was interrupted and all of a sudden the State Chief Information Commissioner in a fit of anger, ordered the complainant to shut his mouth and not to speak in front of him during the hearing & in a very rude manner ordered the complainant to vacate the chair immediately stating that how the complainant dared to sit on chair before him causing grave insult to complainant’s dignity and mental harassment. This is a serious violation of Right to live with human dignity of the complainant.

In his petition to the SHRC, the victim has also stated that as ordered by the respondent he immediately vacated his chair and stayed in standing position till end of the trail. That it is a common practice for every one including appellants/complainants  who approaches to the office of the State Chief information Commissioner to sit on chairs which are placed in front of his table  during the hearing of the case . A serious allegation has also been framed against the respondent, GR Sufi that he  also stated to the complainant in anger that he will teach complainant a good lesson for filing RTI application against J&KPCC. The human rights panel has also been prayed to restrain GR Sufi from causing any harm to the victim-petitioner. It is pertinent to mention here that another RTI activist from Jammu has also made a similar complaint to the SHRC office at Jammu against GR Sufi on January 14, 2013 which is pending there for necessary action.
