1,151 Rehabilitation Assistance Scheme Cases Pending, Chief Secretary Directs Swift Resolution

   

SRINAGAR: Chief Secretary Atal Dulloo has called for expediting the resolution of pending Rehabilitation Assistance Scheme (RAS) and SRO-43 cases to ensure timely appointments for eligible kin of deceased employees in Jammu and Kashmir.

During a meeting with Administrative Secretaries, Commissioner Secretary GAD, M Raju, revealed that 1,151 RAS cases are pending, with 507 cases from 2022 and 2023 already forwarded to departments for processing. Additionally, 175 SRO-43 cases remain unresolved, most of which are expected to be cleared within a month.

The Chief Secretary emphasised accelerating the processing of these cases, urging departments to present them before designated committees for swift clearance and issuance of appointment orders. He directed officials to prioritise completing the appointments for eligible candidates under SRO-43 at the earliest.

The meeting also reviewed promotions and departmental processes for both gazetted and non-gazetted posts. It was disclosed that 76 Departmental Promotion Committee (DPC) meetings were held at the HoD level in 2024, along with 14 at the Administrative/PSC level, resulting in 929 non-gazetted and 231 gazetted employees being placed on higher grades in OPG mode. However, 4,825 non-gazetted and 272 gazetted vacancies remain available under the promotion quota across government departments.

Dulloo stressed the importance of conducting DPC meetings regularly to ensure smooth career progression for employees. He also called for an end to ad hoc promotions, directing a committee of senior officers from GAD and Finance to resolve the issue permanently.

The Chief Secretary reviewed actions against employees facing misconduct charges through Regular Departmental Actions (RDAs). Of 900 cases, 468 remain active, while 351 have been resolved, with 81 still pending in GAD. Dulloo stressed that punitive actions should be proportionate and serve as a deterrent for others.

The Chief Secretary urged the ARI & Trainings Department to finalise the Recruitment Rules under revision, calling for a time-bound completion. He also highlighted the need to identify non-gazetted vacancies for recruitment, especially in the Education Department, to fill existing gaps.
