SRINAGAR: The General Administration Department, Vigilance, Government of Jammu and Kashmir, has directed all All India Services officers working in the Union Territory to mandatorily file their annual Immovable Property Return online by January 31, warning that failure to comply may invite disciplinary action and denial of vigilance clearance.
According to the circular, every AIS officer is required to submit his or her annual Immovable Property Return in accordance with Rule 16(2) of the AIS Conduct Rules, 1968. The government clarified that non-submission within the prescribed timeline constitutes sufficient grounds for initiation of disciplinary proceedings.
The circular stated that an online module for filing IPRs has been operational since January 1, 2017, enabling AIS officers to submit their returns electronically or by uploading scanned copies of the manually filled IPRs. It further clarified that the online system automatically closes after January 31 each year for filing the IPR of the preceding year.
The government has made it clear that there is no provision for manual submission of IPRs and that electronic filing is mandatory. It was also pointed out that delayed submission of IPRs results in denial of vigilance clearance, as per the instructions of the concerned ministries of the Government of India.
The directive applies to all AIS officers working in connection with the affairs of the Union Territory of Jammu and Kashmir. Officers have been advised to strictly adhere to the instructions in letter and spirit to avoid any adverse consequences.
The circular has been issued by the Commissioner Secretary to the Government, General Administration Department, and circulated to all Financial Commissioners, the Additional Chief Secretary to the Hon’ble Chief Minister, and the Director General of Police for information and compliance.
