SRINAGAR: The Directorate of School Education Kashmir (DSEK) has issued a final notice to a teacher, directing him to appear before the department within 15 days over his prolonged unauthorised absence from service and alleged irregularities in his appointment and promotion records.
According to the notice, Imtiyaz Ahmad, posted as a teacher at BMS Gagribal, has remained unauthorisedly absent from duty since February 21, 2024, after availing winter vacation for the academic session 2023–24 and subsequently seeking casual leave from February 21 to March 4, 2024. The department said he failed to resume duties thereafter.
The DSEK said the Zonal Education Officer, Nishat, had served a show-cause notice on May 31, 2024, directing the teacher to report for duty within seven days, but no response was received. The matter was later referred to the Directorate by the Chief Education Officer, Srinagar, through a communication dated October 15, 2024, along with relevant records.
The notice further stated that the employee’s service records indicate he was appointed as a Laboratory Assistant under Government Order No. 395-GAD of 2013 dated April 2, 2013, endorsed by the Directorate on April 3, 2013, and was later promoted as a Teacher under Order No. 1004-DSEK of 2018 dated July 30, 2018.
However, the Directorate said verification of official departmental records revealed that no such appointment order, endorsement or promotion order appears to have been issued by the competent authority.
To investigate the matter, the Directorate appointed the Chief Education Officer, Srinagar, as the Enquiry Officer through Order No. 65-DSEK of 2026 dated February 16, 2026. The enquiry report was submitted on April 25, 2026.
Following examination of the enquiry findings and available records, the Directorate has granted the employee a final opportunity to appear in person within 15 days of the issuance of the notice, along with his original testimonials, appointment order and promotion order purportedly issued by the department.
The DSEK warned that failure to appear within the stipulated period would be treated as having no defence to offer, following which action warranted under the applicable rules would be initiated.
