SRINAGAR: Chief Secretary of Jammu and Kashmir, Atal Dulloo, on Tuesday chaired a high-level review meeting to assess the status and implementation of various digital initiatives being carried out in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), marking a significant step in the UT’s ongoing e-governance and digital development drive.
The meeting, attended by Administrative Secretaries, DG Planning, Commissioner State Taxes, and senior BISAG-N and departmental officials, focused on assessing the rollout timelines and citizen-centric impact of the technological projects underway.
Dulloo underlined the importance of ensuring public access and benefit from platforms such as Mission YUVA and the SEHAT mobile app, and stressed the need for corresponding dashboards to track uptake and guide further planning. He further advocated for linking skill development data with the U-DISE platform to track individual student progress for improved career support.
Reviewing sector-wise progress, the meeting revealed significant strides made in revenue digitisation, with over 5,670 villages’ maps digitised under the Revenue Department. The Jamabandi portal, Mutation Register, Oracle migration, and a GIS-based Ground Truthing Portal are all scheduled for completion by June 30, 2025.
The proposal for establishing a Centre of Excellence in Emerging Technologies—including GPU computing, drone innovation, robotic kits, and cloud infrastructure—was also discussed. The revised DPR has been submitted and funding is being pursued from MeitY, J&K Government, and J&K Bank.
Progress on the JK Samadhan 2.0 grievance redressal portal was also reviewed. The updated dashboard and heat map are already operational, enabling streamlined complaint tracking by citizens.
The Agriculture Production Department’s flagship initiatives Kisan Khidmat Ghar (KKG) and Daksh Kisan were reported to be in advanced stages. KKG offers end-to-end services to farmers, including cold storage booking, video consultations, and input access, while Daksh Kisan delivers a multilingual learning platform with 121+ certificate courses for farmers and agri-entrepreneurs.
The Mission YUVA platform—a youth-centric digital ecosystem offering skill-building, job listings, and entrepreneurship support—is nearing completion, along with a baseline survey and dashboard development. Similarly, the SEHAT App, designed to provide real-time access to health services and resources, has been completed and is currently undergoing capacity-building activities.
The meeting also took stock of the Holistic Agriculture Development Programme (HADP), with the associated app ready and maintained to allow farmers to track farm output digitally.
Other reviewed projects included the PM-Gati Shakti State Master Plan, now in its maintenance phase, which integrates infrastructure and connectivity planning across departments. Additionally, progress was noted on the Jalshakti App, Real-time Mining Surveillance, JKCIP Portal, Tourism App, GIS Land Bank, and CM Assurances Dashboard.
The Education Department’s planned rollout of a comprehensive mobile app, an AI-based learning advisor, a teacher transfer portal, and litigation management systems also formed part of the discussions.
Chief Secretary Dulloo expressed satisfaction with the overall progress and reaffirmed the administration’s commitment to harnessing digital tools for transparent governance, enhanced service delivery, and citizen empowerment across Jammu and Kashmir.
