The extensive restructuring has been authorised by the Honourable Chief Justice (A) of the High Court, who also reserves the power to assign any unmapped subject matter to existing panels or form special committees as required. As a matter of operational compliance, it is now mandated that the concerned in-charge or section officer must track all administrative files and submit their status in both hard and soft forms on a weekly basis. Copies of this sweeping mandate have been distributed extensively across the judiciary, including to the Principal Secretary to the Chief Justice, various Registrars, Judicial Academy heads, financial directors, library coordinators, and the NIC for public digital upload.

At the apex of this restructuring is the Administrative Committee, comprised of the Honourable Chief Justice (A), the Honourable Justice Sindhu Sharma, the Honourable Justice Rajnesh Oswal, and the Honourable Justice Sanjay Dhar, with the Registrar General serving as the Presenting Officer. This committee holds a massive mandate spanning the service conditions and disciplinary matters of judicial officers, alongside general administration. Its exact scope covers the probation, regularisation, confirmation, and seniority of judicial officers, as well as screening them for continuation beyond the ages of 50, 55, and 58 years.

They are further tasked with awarding Super Time Scale, Selection Grade Scale, and ACP Scale of pay, reviewing work assessments, governing Conduct Rules, evaluating alteration of Date of Birth requests, and overseeing the constitution, abolition, or continuance of courts. Furthermore, they will manage the promotion of Civil Judges (Junior Division)/Munsiffs to Civil Judges (Senior Division)/Sub Judges, and the appointment of District Judges from the Senior Division pool based on merit-cum-seniority. Notably, the Chief Justice retains the discretion to invite any non-member Judge to this committee’s meetings as a Guest Member.
