Jammu Kashmir Pushes Vehicle Scrapping Policy to Curb Pollution, Boost Auto Sector

   

SRINAGAR: Secretary Transport Avny Lavasa has underscored that the Registered Vehicle Scrapping Policy will not only improve environmental conditions but also stimulate business growth, generate employment and enhance efficiency in the automotive sector across Jammu and Kashmir. She has directed officials to ensure its effective implementation and maximise public benefits.

Lavasa urged the Transport Department to step up awareness campaigns so owners of old and unfit vehicles can take informed decisions and make use of the incentives available under the policy. She said the initiative is crucial to reducing pollution and easing out ageing vehicles that pose safety and environmental risks.

According to the department, guidelines have been issued for the implementation of the Motor Vehicle Registration and Functions of Vehicle Scrapping Facility Rules, 2021 in the Union Territory. The policy applies to vehicles that are 15 years old or no longer roadworthy due to damage or deterioration.

Vehicle owners scrapping their vehicles at Registered Vehicle Scrapping Facilities will receive a Certificate of Deposit, which will enable fiscal incentives including road tax exemptions — up to 26 percent for non-transport vehicles and 16 percent for transport vehicles — if a new vehicle is purchased within the set time period.

The department said the scrapping process will follow scientific and environmentally compliant methods under the Environment Protection End of Life of Vehicle Rules, 2025. The move is expected to create new opportunities in dismantling, recycling and logistics sectors, strengthening the industrial ecosystem linked to vehicle disposal.

To support establishment of scrapping facilities across the UT, the government will offer land bank support and fiscal benefits under existing industrial policies. Registered facilities will also be required to secure environmental clearance from the Jammu and Kashmir Pollution Control Committee.

A comprehensive outreach drive targeting vehicle owners in all districts has been planned as part of the rollout. Lavasa said continued monitoring will ensure smooth implementation, adding that the Transport Department remains committed to improving road safety, reducing congestion and supporting environmental sustainability.
