SRINAGAR: After Engineer Rasheed and Dr Shah Faeasal’s parties joined hands to create the JK Peoples United Front (PUF), they formally released the Common Minimum Programme (CMP). The two leaders from north Kashmir said they have been working on this for some time. Feasal had supported Engineer Rasheed in the Lok Sabha polls but not campaigned for him. The CMP was announced by the two leaders in a joint press conference on June 18, 2019, at Aiwan-e-Suhafat in Srinagar. Read the CMP here:

    1. To pursue and facilitate the peaceful resolution of Kashmir issue in its historical context as per (he will, aspirations and sacrifices of the people of the erstwhile J&K State and support all confidence-building measures between India and Pakistan that can give relief to the people on both sides of LoC.
    2. To protect the special status and constitutional guarantees of the people of J&K State including Articles 370 and 35A pending the resolution of the dispute.
    3. To protect cultural diversity, ethnic and demographic uniqueness of all regions and uphold the will of the State Legislature with respect to political representation and delimitation of the Assembly constituencies.
    4. To address the regional aspirations of the people of Jammu, Kashmir, Ladakh, Pir Panchal and Chenab Valley and obtain for all people equitable access to resources of the slate.
    5. To undo the erosion of the special status and revoke the amendments extended from time to time by successive governments in violation of the principles of Accession, and to enact special Stale Acts to replace those central laws which are in the interest of the people of J&K.
    6. To initiate steps towards justice and reconciliation by ensuring justice to victims of violence, their rehabilitation, punishment to perpetrators of human rights violations, both slate and non-state actors.
    7. To establish the rule of law and civilian supremacy, restoration of democratic institutions and public accountability of all agencies of law enforcement.

  1. To create conducive and violence-free atmosphere tor enlarging the political space for diverse opinions, accommodating dissent, facilitating demilitarization from civilian areas as a measure towards concrete, result oriented and time-bound dialogue process.
  2. To revoke draconian laws including DAA, PSA and AFSPA.
  3. To facilitate and ensure the return of Kashmiri Pandits to their native places by providing community, moral, financial and administrative support.
  4. To facilitate the return of families who crossed the line of control from time to time due to turmoil and ensure their proper rehabilitation.
  5. To work for the uplifting of ethnic, religious and linguistic minorities and seek adequate political representation for them.
  6. To end the environment of siege by taking measures for opening up of traditional and new routes: Kargil-Skardu, Jammu-Sialkot. Turtuk-Khapulu. Chamb-Jorian to Mirpur, Handwara-Nawkoot. Kamah-Muzaffarabad-Uri, Gurcz-Aslor-Gilgit, Tilwal-Chilean, Mendhan-Kothli, Jhangar(Nowshera)-Mirpur and Kotli, Keran-Athmuqam and others.
  7. To take measures to facilitate travel across (the Line of Control and increase the trade volume by simplifying procedures.
  8. To release all political detainees lodged within and outside the state and to withdraw cases against them to facilitate dialogue.
  9. To strengthen the educational and cultural relations between the two sides of LoC and encourage admissions of students in Universities and colleges on either side.
  10. To disallow any discourses that undermines tolerance, communal harmony, freedom of speech and expression and peaceful coexistence.
  11. To ensure relief and rehabilitation of the widows, orphans, torture victims and other victims of violence.
  12. To provide Divisional Status lo Chenab Valley and Pir Panchal regions and create Hill Development Councils for other remote areas for improved governance.
  13. To promote a confident, self-resilient and environmentally sustainable economy in the J&K state by encouraging import substitution.
  14. To establish corruption-free, transparent and accountable administration by strengthening the institutions of governance and accountability.
  15. To restore the dignity of the common people while accessing the government services from grassroots to the highest level by incorporating technology and qualified human resource for time-bound disposal of public issues and grievances.
  16. To establish special anti-corruption courts for speedy disposal of cases pertaining to corruption in public offices.
  17. To foster an economic system that will encourage private enterprise, promote ease of doing business and innovation.
  18. To create an environment where outsider investors feel attracted to investment opportunities within the state without compromising the special status of the state.
  19. To tackle unemployment on a mission mode by creating adequate employment opportunities within and outside the government.
  20. To provide livelihood support and assured a basic monthly income for poorest of the poor BPL families in the state by building their skills and utilizing the same for improvement of public services.
  21. To ensure transparency in the recruitment process and time-bound filling of vacancies.
  22. To bring austerity and prudence in public expenditure by abolishing wasteful administrative practices and departments, including the abolishing of the upper house of State Legislature.
  23. To fight for the rights of the people but also make them accountable for their duties.
  24. To embed the United Nations Sustainable Development Goals in all areas of developmental planning.
  25. To provide special investment support to mainstays of state economy viz: horticulture, tourism, agriculture, handicrafts, small scale industries and service sector.
  26. To secure for all people of J&K affordable, accessible and quality healthcare and education.
  27. Strengthening service delivery in existing healthcare institutions by adequate manpower and technical support.
  28. To introduce a sustainable healthcare insurance model so that poor people can afford treatment in the best of the private sector and public sector hospitals.
  29. To provide equitable, quality and accessible public infrastructure as per the geographic and economic needs of each region.
  30. To upgrade the inter-provincial and inter-district connectivity by providing train and tunnel connectivity to various areas of the slate including, Zoji La, Karnah, Gurez, Mughal Road and Wailoo
  31. To develop additional connectivity by speedy construction and up-gradation of Mughal Road, Wailoo-Simthan. Poonch-Tangmarg, Mahumangath-Kulgum.
  32. To work for the welfare of the people living close to Line of Control and International Border.
  33. To make a comprehensive policy for the development of marginalized people and socially and economically backward classes including SC, ST, Paharis, and other weaker sections of society.
  34. A comprehensive policy for rehabilitation of released militants and those who returned under the previous rehabilitation policy shall be formulated.
  35. To restore the rights of the people of the state on the natural resources including hydro-electricity projects and compensate the state for the losses incurred due to the Indus Waters Treaty.
  36. To protect and promote art, language and cultural traditions of all people of the state, including Dogra Art, Basholi paintings, Buddhist heritage, worshipping places of Kashmiri Pandits, shrines and pilgrimage sites.
  37. To implement a developmental model whereby Diaspora of the state working and settled in various parts of the world can gainfully contribute and invest for the progress of the stake.
  38. To put in place a framework for consultative policy making where all stakeholders including non-governmental voluntary and civil society organizations shall play a decisive role in policy formulation on political, economic and social issues.
