SRINAGAR: The Union government has confirmed that the Detailed Project Report (DPR) for the Bilaspur–Manali–Leh railway line has been completed, marking a major step forward for one of India’s most strategically significant transport projects. The 489-kilometre line—designated a strategic rail corridor by the Ministry of Defence—will traverse some of the country’s most challenging Himalayan terrain and is projected to cost Rs 1,31,000 crore.
Responding to a parliamentary question in the Lok Sabha, the Ministry of Railways said the DPR has been prepared following completion of detailed surveys. The alignment will run from Bilaspur through Beri, Sundernagar, Mandi, Manali, Sissu, Darcha, Keylong, Sarchu, Pang, Rumtse, Upshi and Kharu before terminating at Leh. The project includes 270 kilometres of tunnels, reflecting the extreme geological conditions and altitude transitions across Himachal Pradesh and Ladakh.
While the DPR is now ready, the ministry said the project has not yet been sanctioned. Approval will require consultations among several stakeholders, including the governments of Himachal Pradesh and Ladakh, the Ministry of Finance and the Ministry of Defence. The ministry emphasised that sanctioning of new railway projects is “a continuous and dynamic process,” and that exact timelines for construction commencement and completion will depend on the pace of appraisals and inter-ministerial clearances.
The government also highlighted that no fixed construction schedule can be announced at this stage due to multiple external dependencies. These include land acquisition by State governments, forest clearances, relocation of utilities, statutory approvals, and the particularly challenging geological and topographical profile of the high-altitude corridor. The number of workable months each year in the region—often restricted by extreme weather—will also affect the eventual pace of construction.
Given the project’s significance for national security, regional connectivity and economic development in border areas, the Railways Ministry said it remains committed to advancing approvals and preparatory processes. However, it underlined that final timelines and phasing will be determined only after all mandatory clearances are secured and the project is formally sanctioned.
The Bilaspur–Manali–Leh railway line is widely viewed as a transformational link for Ladakh, providing all-weather connectivity, reducing travel time, enhancing logistics capabilities for civilians and the armed forces, and integrating remote border regions more closely with national infrastructure networks.
