First Chief Information Commissioner of India, Wajahat Habibullah, while calling for restoration of old rules under J&K Right to Information Act, has called upon people of the state to mount pressure on the government for restoration of the abrogated rules.

He said that people of the state should not wait for RTI Activists in this regard.

“It becomes obligatory for every citizen to fight for their rights ensured in a democratic set up.2010 rules were framed in consultation with Central Information Commission (CIC) but the J&K Government has now repealed most of these rules without consulting anyone,” he said.

He was speaking on a consultation Programme on J&K RTI Act Saturday organized by the ‘J & K RTI Movement’ in collaboration with ‘The Policy School for Democracy and Center for Environment and Development’ at Government College for Education, Srinagar.

He said, “ the manner in which the decision to repeal the 2010 rules was made is a blemish by J & K Government’s track record of openness, a retrograde step, a setback to transparency”.

“It is not clear as to who piloted the amendment of Rules and to what end. J & K RTI Rules 2010 were the model for whole country but unfortunately the repeal of rules in a secretive manner has rendered it extremely week,” Wajahat added.
