SRINAGAR: Chief Secretary Atal Dulloo chaired a review meeting today on the progress of the Digital India Land Record Modernisation Programme (DILRMP) for Jammu and Kashmir. The meeting, attended by senior officials including the Financial Commissioner (ACS) for Revenue, the Commissioner Secretary for Housing and Urban Development, and the Director of Land Records, focused on the ongoing digitisation of land records in the Union Territory.
It was announced that significant progress had been made under DILRMP, with the digitisation of jamabandis completed in 6,839 out of 6,850 villages. Additionally, 6,518 vectorised village maps and 6,261 geo-referenced villages have been completed. The department is currently verifying these records to ensure their accuracy and quality.
Reaffirming the UT government’s commitment to enhancing land record digitisation, Dulloo emphasised the importance of integrating digitised records with geo-referenced cadastral maps for seamless access and more effective public service delivery. He further highlighted the role of transparent, updated records in optimising land resources and aiding policy and planning efforts.
Dulloo urged the department to establish teams of revenue experts to visit districts and ensure the accuracy of digitised records, stressing the importance of public participation in identifying and rectifying discrepancies. He also called for rigorous monitoring of services under the Public Service Guarantee Act (PSGA) to prevent last-minute rejections or cancellations of applications.
The Chief Secretary also placed significant importance on the National Geospatial Knowledge-based Land Survey of Urban Habitations (NAKSHA), stressing its potential to resolve urban land disputes and ensure accurate land records. Dulloo noted that the successful completion of this programme would improve urban planning, empower citizens, and enhance the ease of living in urban areas.
