In a significant order Justice Dheeraj Singh Thakur of Jammu and Kashmir High Court Monday granted a final opportunity of 6 weeks to the State Vigilance Organization (SVO) to take a final decision in the preliminary inquiry being conducted against the alleged Double Drawl of POL (Petroleum, Oil, Lubricant) by the Deputy Chief Minister Tara Chand and his personal staff and also with regard to the misuse of official vehicles by the Public Relation Officers of the Dy CM.The Court further directed that no further opportunity in this regard shall be granted to the SVO.
These directions were issued in a petition filed by social activist Prof S.K.Bhalla to Advocate Shiekh Shakil Ahmed seeking in depth probe into this complaint alleging Double Drawl of POL by the Dy CM of the State and his personal staff.
Bhalla in his petition has alleged that more than 21 vehicles are at the disposal of Dy CM and his personal staff and the POL has been drawn from various departments like Jammu Municipal Corporation, Srinagar Municipal Corporation, Jammu Development Authority, LWADA, Directorate of Urban Local Bodies Jammu and Srinagar, Security Organizations and administrative departments including Housing and Urban Development Department Srinagar.
The Court observed that it can be seen from the record that the complaint had been lodged with the Vigilance Organization by the complainant in Sep 2012 and the said inquiry has yet not been taken to its logical conclusion.
The Court further observed that it can also be seen from the records that there is enough material collected by the VO which would have been sufficient for it to take a final decision in the matter as to whether a case is required to be registered on the basis of the complaint or not.
The Court directed the listing of this petition in the first week of Feb 2014.
