The Assistant Sub-Inspectors (ASIs) and Head Constables (HCs) working in Jammu and Kashmir police have demanded pay hike even as they accused successive regimes for failure to full fill their demands for nearly two decades.

A delegation of ASIs and HCs told GNS that in 1997, the police department recommended basic pay hike for them but the recommendations have been implemented, leaving them “high and dry”.

“The recommendations were made when 5th Pay Commission was in vogue. Over the years, other government employees have been benefitted by 6th pay Commission and we have been left to high and dry,” they said.

 “The basic pay of ASI and HC is 2800 and 2400 respectively. Actually 4200 were recommended for ASI and 2800 for HC respectively in 1997,” the delegation said.

In the same year, they said Patwaris also demanded pay hike which stands fulfilled after their protests in 2008. “Is it because they held protests their salary was hiked?” they asked.

The delegation said that as per their information, the file regarding the recommendations has been sent by Home Department to Finance Department.

“But the Finance Department created hurdles and finally in 2012 the Finance Department constituted a committee and was to subject our case to Cabinet Sub-Committee,” they said.

The committee was headed by Chairman Finance Commissioner Finance Muhammad Iqbal Khanday while as Finance Commissioner Home B R Sharma, Commissioner Secretary ARI Training, Commissioner Secretary General Department, Director Codes, Director Finance, Director Finance Home and other police and Finance officials were its members, the delegation said.

However, they said, the file never reached Cabinet Sub-Committee. “The Director Codes passed on the file to Finance Minister Abdul Rahim Rather but after that he stopped the file and kept with himself,” they alleged

The delegation appealed Director General of Police (DGP) K Rajendra to immediately intervene in the matter and help in sorting out the matter. “We appeal Honourable DGP to use his influence as he is well aware about the situation in which we work,” they said.
