After launching a massive crackdown against the employees followed by their continuous grilling who participated in anti-India and pro-freedom protests, police in Kishtwar named another eighteen (18) persons including two government teachers and several others for sedition and breach of peace in Kishtwar district on the eve of Eid-ul-Azha (13-09-2016). An FIR was registered against the said persons under FIR No. 174/2016, dated 16-09-2016 at police station Kishtwar.
The fresh FIR was registered on the basis of the report submitted by the duty magistrate U/S 196 Cr PC to the government and the administration appointed by the Deputy Commissioner Kishtwar sector wise deputed with police officials for “maintaining law and order” in Kishtwar on Eid.
As per the details available with Kashmir Life, police registered FIR No. 174 of 2016, under section 120 B (Criminal Conspiracy), 124 A (Sedition) and 153 A (Promoting Religious Enmity) at Police Station Kishtwar in which once again Imam Umar Mollah Masjid and senior separatist leader Abdul Qayoom Mattoo and Imam Bunastan Masjid Qari Manzoor Ahmed Ganaie were named along with Saif-ud-Baghwan, son of Abdul Jabbar Baghwan, resident of Baghwan Mohallah Kishtwar.
Both Molvi Abdul Qayoom Mattoo and Saif-ud-Din Baghwan named now featured in five FIRs registered by the Kishtwar police in last two months for anti-India, pro-freedom, pro-Pakistan and pro-Burhan Wani sloganeering.
Notably, the death of popular militant commander Burhan Wani on July 08, 2016 triggered a massive civilian uprising which continues for 73rd today. At least 87 civilians have been killed by forces while over 12500 others have been injured.
As per the contents of the FIR, on the eve of the Eid-ul-Azha, large number of people reached Kishtwar Eidgah for offering Eid Namaz at Chowghan ground Kishtwar on 13-09-2016 while majority of the people reached the Eidgah “in a peaceful manner but many people from adjoining areas of Kishtwar town preferred to reach Eidgah in the form of the procession raising religious slogans”. The FIR added that “few miscreants during the course of the procession coming from village Sangrabta mingled with the procession and raised pro-freedom and anti-national slogans”.
The details further said that after completion of Eid Namaz, large number of people held a traditional march from Chowghan ground Kishtwar towards Ziyarat Shah Mohammad Fareed-ud-Din Baghdadi (RA) and during the said procession “few miscreants again resorted to pro-freedom and anti-India sloganeering with an attempt to provoke the youths and to vitiate peaceful atmosphere”.
On the basis of the reports submitted by various intelligence agencies as well as scrutiny of video and photographic evidences, police named 18 persons in the fresh FIR while the identification of other persons involved in anti-India and pro-freedom sloganeering is underway.
Those named in the FIR include Abdul Qayoom Mattoo, r/o Changroo Mohallah; Saif-ud-Din Baghwan, r/o Baghwan Mohallah; Firdous Ahmad Hamami, Qari Manzoor Ahmed, r/o Astan Pain; Shabir Ahmed Peer, r/o near Post Office; Sayeed Asif, r/o Astanbala at Present Tund; Mohammad Hussain alias Raju, r/o Sangrabata, Danish Ahmed Trak, r/o Near Post Office; Ayaz Ahmed, r/o Akhyarabad; Javed Ahmed, r/o Sangrambata; Ashfaq Ahmad resident of Berwar; Zia Kichloo, r/o Bunastan; Waseem Ahmad, r/o Main Bazar; Syed Awan, r/o Astan Bala; Rashid Gilkar, r/o Near Jamia Masjid; Aqib Hussain, r/o Traksana; Amjad Giri, r/o Kamgar Masjid and Mohammad Ashfaq, r/o Dugga.
However, no arrest has been made, so far, by the police in any FIR registered in last over two months.
It is pertinent to mention that police had also initiated enquiry against the several government employees who took part in anti-India protest and had asked the Head of the Departments to withhold the salaries of all those employees till pending inquiry.
The police also asked the HoDs to ensure the attendance of only those employees who are physically present and threatened action against those HoDs in case the employees were simultaneously found present in anti-India protests as well as on attendance register during working hours.
