SRINAGAR: In a decisive move aimed at protecting public health, particularly among school-going children, the Additional District Magistrate (ADM) of Doda has imposed an immediate ban on the storage, sale, display, and distribution of the tobacco-based product “Cool Lip” in the district, a DIPR statement said.
The action comes in response to growing concerns regarding the accessibility of the product, especially near educational institutions. “Cool Lip,” which contains filtered tobacco, has been found in shops around schools, raising alarms about its potential risks related to oral health and addiction.
The ban is enforced under Clause 2.3.4 of the Food Safety and Standards (Prohibition and Restriction on Sales) Regulations, 2011, which prohibits the use of tobacco and nicotine in any food product. It also aligns with previous prohibitory measures issued under SRO 68, dated March 6, 2013, in the former state of Jammu and Kashmir.
The order highlights the escalating use of “Cool Lip” among minors, particularly schoolchildren, and its potential health consequences. “In view of the increased use of Cool Lip by school-going children and its potential health implications, it is deemed necessary to prohibit this item in Doda District,” the order states.
The ban will remain in place until further notice. The Senior Superintendent of Police, Chief Education Officer, All Tehsildar/Naib Tehsildar, and the designated Food Safety Officer have been directed to ensure the strict enforcement of the order.
The company behind “Cool Lip” describes its product as a distinguished tobacco item made from hand-picked tobacco leaves, combined with spices like cinnamon, cardamom, and cloves, along with the natural aroma of sandalwood oil and floral essences. The product is marketed as offering a euphoric experience with no adverse health effects, claiming that it does not require spitting and lasts longer than most menthol chews. However, health experts have voiced concerns over the product’s addictive potential and its accessibility to minors.
