Despite stringent ban on private tuition by government teachers during winter, the district education authorities have failed to implement the order as coaching centers are being run by teachers.
The Education Department had issued the order, saying that action will be taken against the teacher found violating the rule. The decision was taken to facilitate educated unemployed youth to run these coaching centers for their livelihood in the state.
However, the government teachers are running coaching centers inside villages of the Valley districts, and the Chief Education Officers, Zonal Education Officers have failed to take action against these government teachers.
The education department has directed all Chief Education Officers (CEOs) to ensure complete prohibition on the practice of private tuitions and conduct surprise visits to the private coaching centres.
“Several government teachers are running coaching classes in villages in our district. Though few unemployed educated youth are hired just to show that no government teacher is working there, but most of teachers are employed with the government,” said a group of students in Pulwama.
“Some teachers are teaching in CM’s super 50 classes, and after delivering a hurried lecture to students they run toward their coaching centers,” said students in Dihama village of Ganderbal district.
KNS received similar complaints from districts like Shopian, Bandipora, Baramulla and other districts about government teachers teaching in coaching centers.
In violation of rules, the government teachers are running these coaching centers from rented rooms built on shops that fall on roadsides, which are centers of noise from traffic, and also lacking heating and seating facilities.
“Besides violating law, no facilities of heating and seating are provided at these coaching centers,” the students said.
The government had said that it would initiate strict disciplinary action against the principal, headmaster, lecturers, masters, teachers, including ReTs, involved in the practice.
Minister for Education Naeem Akhtar said that the government order about banning private tuition by teachers would have to be implemented by the people.
“It is a welfare decision, and I am glad to see society has responded to it. But if there are black sheep, we will identify them with the help of the society itself and we will be there to take action these teachers,” Akhtar added.
