Govt Charts Industrial Vision for Jammu Kashmir Under Rs 28,400 Cr NCSS Scheme

   

SRINAGAR: The Deputy Chief Minister Surinder Choudhary emphasised the transformative role of NCSS-2021 with a total financial outlay of Rs 28,400 crore, stating it would establish Jammu and Kashmir as a key emerging industrial destination.

Addressing the “New Central Sector Scheme (NCSS); Implementation Conference and Strategy Workshop 2025” held at Sanat Ghar, Bemina, Deputy Chief Minister Surinder Choudhary said the government under the leadership of Chief Minister Omar Abdullah is laying down an ambitious vision for accelerated industrial growth in the region during the current fiscal.

The conference, organised by the Directorate of Industries & Commerce, Kashmir, brought together key stakeholders from across the Union Territory to review the progress of NCSS-2021 and set strategic targets for the financial year 2025–26.

Choudhary said that NCSS-2021, operational until March 31, 2037, will provide comprehensive incentives for new industrial units, existing businesses, and enterprises undergoing substantial expansion in both manufacturing and services. He urged General Managers of District Industries Centres (DICs) to proactively address unit holders’ grievances and ensure timely case disposals to maintain implementation momentum.

The Deputy CM further called for the establishment of a transparent, accountable, and growth-oriented industrial ecosystem in Jammu and Kashmir. He highlighted the necessity of continuous institutional support, robust monitoring via the JKNIS Portal, and active coordination with the Department for Promotion of Industry and Internal Trade (DPIIT) to enable efficient delivery of incentives under the scheme.

Commissioner Secretary, Industries & Commerce, Vikramjit Singh, attended the event as Guest of Honour, along with Director I&C Kashmir, Khalid Majeed, senior officials, and representatives from various DICs.

A detailed presentation was delivered by the Director I&C, outlining the implementation status of NCSS-2021 and the Industrial Development Scheme (IDS), showcasing milestones achieved and goals for the upcoming fiscal year.

The event also included a felicitation ceremony recognising top-performing DICs and officials, including Functional Managers, IPOs, and members of the Project Implementation Unit (PIU) from Ernst & Young for their contributions under NCSS and IDS.

The conference concluded with a vote of thanks and a networking session featuring discussions on operational challenges and the way forward.
