SRINAGAR: In a major step toward digitising and streamlining Waqf property management across India, the Ministry of Minority Affairs has officially launched the UMEED Central Portal-2025 for real-time property data entry and verification by State and Union Territory Waqf Boards. This move is aimed at bringing greater transparency, efficiency, and accountability in the administration of Waqf assets.

As per details shared in the Rajya Sabha, the portal was launched on June 6, 2025, and is built on a three-tier user hierarchy, Maker, Checker, and Approver, to prevent incorrect or irrelevant data from being uploaded. The portal is designed in line with Section 3(ka) of the Unified Waqf Management, Efficiency, Empowerment and Development (UMEED) Act, 1995.
To ensure effective use of the system, the Ministry conducted two national-level consultative meetings prior to launch and organized a two-day training workshop on May 26–27, 2025. A total of 141 Master Trainers representing various State/UT Waqf Boards were trained. These trainers are now responsible for educating local Waqf officials and mutawallis (caretakers) on uploading auqaf (Waqf properties) details to the portal.
Further, the Ministry held multiple video conferences in May, June, and July to facilitate smooth implementation and is conducting on-site visits for technical support. A dedicated helpline has also been set up to resolve queries and technical issues, with about 100 grievances already addressed and uploaded on the portal to guide other Boards.
The Ministry reported receiving feedback from several State and UT Boards during training sessions. Constructive suggestions aligning with the UMEED Act have been integrated into the portal to better meet regional needs. Since the portal is statutory in nature, the government aims to continuously evolve its features in response to ground-level implementation.
While all 38 Waqf Boards have access to the portal, the degree of active engagement varies. States like Maharashtra (27 Checkers, 2 Approvers), Odisha (5 Checkers, 2 Approvers), and Uttar Pradesh Sunni Board (4 Checkers, 2 Approvers) have begun active data entry and verification. Boards in Delhi, Uttarakhand, and West Bengal have also assigned designated roles and begun using the system.
Meanwhile, several Boards such as those in Arunachal Pradesh, Goa, Mizoram, Nagaland, and Sikkim are yet to initiate user assignments for data verification and approvals. However, all Boards have at least one administrative login created on the portal.
With UMEED Central Portal-2025, the government aims to establish a centralised digital registry of Waqf properties, improve transparency in property management, and enable better planning for community welfare projects.
This initiative is part of the broader digital governance efforts under the Ministry of Minority Affairs and aligns with the government’s goal to strengthen real-time monitoring, reduce disputes, and modernize Waqf administration across the country.
