HADP Generates Rs 298 Cr Revenue In Jammu Kashmir

   

SRINAGAR: Chief Secretary Atal Dulloo today said the Holistic Agriculture Development Programme has already generated Rs 298 crore in revenue across Jammu and Kashmir, as he conducted an activity-wise, outcome-based review of all 29 projects under HADP aimed at overhauling the Agriculture, Horticulture and Livestock sectors in a structured and time-bound manner.

The high-level review meeting was attended by Additional Chief Secretary Agriculture Production Department Shailendra Kumar, the Managing Director of J&K Bank, the Vice Chancellors of SKUAST Kashmir and SKUAST Jammu, the Managing Director of HADP, Heads of Departments, and other senior officers. Deputy Commissioners of all districts joined the meeting through video conferencing.

Dulloo placed strong emphasis on shifting from procedural achievements to tangible outcomes, directing the department to ensure that the targeted units under each project are established, rigorously tracked and assessed for productivity, sustainability and long-term success. He said performance indicators must become central to the programme’s implementation and insisted on regular field visits by senior officers for ground verification and real-time feedback.

Taking a detailed project-wise appraisal, the Chief Secretary sought comprehensive assessments from all Heads of Departments on current performance, gaps and future roadmaps. He said HADP’s projects have the potential to transform rural livelihoods, particularly through Medicinal and Aromatic Plants, Hi-Tech Vegetable Cultivation, Dairy and Poultry — sectors he described as major engines for income generation and employment.

He also called upon banking institutions to significantly scale up credit disbursement and reduce rejection rates. Deputy Commissioners were instructed to track district-level credit flow closely and coordinate with banks so that financial support reaches beneficiaries without delay.

Additional Chief Secretary Shailendra Kumar said HADP has already begun reshaping the agriculture economy of Jammu and Kashmir by stabilising growth across multiple sectors. He highlighted the need to bridge gaps between loan applications, sanctions and disbursements, and assured that all clarifications and operational support would be provided to banks to improve their performance.

Managing Director HADP Sandeep Kumar presented a comprehensive overview of the programme’s progress, revealing that more than 91,600 agricultural units have been established across Jammu and Kashmir since HADP was launched. Over 75,000 of these units are being continuously monitored through the Output Tracking App, enabling real-time evaluation. The programme has so far generated 1.34 crore person-days of employment, reinforcing agriculture as a central pillar of rural livelihood.

He further informed the meeting that HADP has delivered exceptional returns, generating Rs 2.24 in revenue and 87 per cent profit for every rupee of subsidy disbursed. Cumulatively, unit holders have earned Rs 298 crore in revenue and Rs 126 crore in profits across multiple sectors. Around 82 per cent of all units are fully functional and tracked, and 14,000 new units have been added since the previous review held in August 2025.

The role of the Daksh Kisan Portal was also highlighted, with 3.5 lakh farmers registered, 2.6 lakh enrolled in skill-based courses, and 2.1 lakh trained in modern practices designed to raise productivity and incomes.

Significant progress has been recorded across all 29 constituent projects. Promotion of exotic vegetables has led to the creation of 7,976 units, contributing an additional 1.95 lakh metric tonnes of production annually. In livestock-related sectors, milk production has touched 39 lakh metric tonnes and mutton production has reached 380 lakh kilograms, marking steady movement towards greater self-sufficiency.

In trout farming, production stands at 2,650 metric tonnes, supported by the establishment of 635 raceways. The distribution of 20,800 units of modern farm machinery has further reduced labour pressure and improved operational efficiency in the fields.

The promotion of high-value niche crops has resulted in the production of 207.8 metric tonnes of quality planting material — including Saffron and Kala Zeera — across both divisions of the Union Territory. Wider adoption of digital platforms such as the OTA and the Kisan Sathi Portal has strengthened transparency, monitoring and accountability in the implementation of this large-scale agriculture development programme.

The Holistic Agriculture Development Programme is the Jammu and Kashmir Government’s flagship initiative designed to restructure the agriculture sector through 29 focused projects covering seed quality, niche crop promotion, mechanisation and market linkage. The programme aims to double farmers’ incomes while ensuring economic resilience and sustainability across the farming community.
