Jammu Kashmir Board of Technical Education Goes Fully Digital

SRINAGAR: The Jammu and Kashmir Board of Technical Education (JKBOTE) has undergone a digital transformation aimed at improving efficiency, transparency, and accessibility across technical education institutions in the Union Territories of Jammu and Kashmir and Ladakh.

During a review chaired by Chief Secretary Atal Dulloo, the Board outlined its digital overhaul and progress in implementing National Education Policy (NEP) 2020 reforms. The presentation, held under the Department of Skill Development, highlighted JKBOTE’s shift towards fully online services—ranging from admissions to academic certification—marking a major step towards administrative self-reliance.

JKBOTE, which oversees Polytechnic Colleges and Industrial Training Institutes (ITIs) under the State Council for Vocational Training (SCVT) scheme, now offers digital access to nearly all services except examination conduct. Through its portal, students can apply for admissions, request migration certificates, and access results and diplomas online. Exams under the National Council for Vocational Training (NCVT) continue to be managed by the Directorate General of Training, New Delhi.

Expanded Courses and NEP-aligned Curriculum

The Board administers 21 diploma programmes across Engineering and Non-Engineering streams, including Civil, Mechanical, Electrical, and Computer Engineering, as well as fields like Medical Lab Technology, Food Technology, and Travel, Tourism and Hospitality Management. The updated curriculum, aligned with NEP 2020, introduces a credit-based framework enabling students to store and transfer academic credits through the National Academic Depository and DigiLocker via Academic Bank Accounts.

Since 2021, JKBOTE has managed admissions for all three-year diploma courses across government and private polytechnic colleges in both regions. The in-house digital admission portal launched in 2023 has streamlined the process, ensuring merit-based and transparent seat allocation. Data indicates a steady improvement in admissions efficiency, with unfilled seats dropping from 1,241 in 2023 to just 59 in 2025.

Examinations and Certifications

The Board conducts biannual semester examinations for polytechnic students and annual exams for ITIs, assessing an average of 20,000 students each year. Despite challenges during the COVID-19 pandemic, JKBOTE ensured continuity by transitioning to online exams and timely results declaration. Thousands of diplomas and trade certificates have since been issued, enabling students to pursue further education or employment both domestically and abroad.

JKBOTE’s online migration system, integrated with the UMANG platform, allows seamless processing of migration and academic transcripts. The Board’s online helpdesk now responds to queries within 72 hours under a Service Level Agreement, while grievances are handled through the JK Samadhan Portal, enhancing accountability in service delivery.

Digital Governance and Public Engagement

The Board has made nearly all administrative services digital, including name corrections, duplicate certificates, and result verification. It has also approached the General Administration Department to bring these services under the Public Services Guarantee Act to ensure timely delivery. With over 400,000 website visitors since February 2025, public engagement with JKBOTE’s digital systems has significantly increased.

JKBOTE’s digital transformation and NEP-driven reforms have positioned it as a model for institutional modernisation in the region. Its integration with national platforms such as e-UNNAT and UMANG has strengthened connectivity and service delivery, making it a key player in advancing skill development and employability across Jammu, Kashmir, and Ladakh.
