Jammu Kashmir Lawmakers May Get Rs 4 Cr CDF A Year; Rs 173 Cr Spent This year

SRINAGAR: Ahead of the upcoming Assembly session, Omar Abdullah-led Jammu and Kashmir is set to propose an increase in the Constituency Development Fund (CDF) for MLAs from the current Rs 3 crore per annum to Rs 4 crore. Overall, out of the Rs 427.5 crore allocated under the CDF across Jammu and Kashmir for 2025-26, projects worth Rs 173.7 crore have been uploaded on the BEAMS portal. Of these, 2,437 works have been recommended by MLAs, representing around 41 per cent of the total allocation, official sources said.

Jammu Kashmir assembly elected its 90-members in 2024 elections and 51 of them are freshers.

The CDF is usually used to make small works related to the constituencies, which do not require any approvals from the bureaucracy. These works are taken up on the recommendations of the lawmaker and executed through routine processes.

Officials offered details of the fund and the works that have been taken up. Of the total amount allocated to the funds across Jammu and Kashmir, so far, only 41 per cent has been spent.

In Srinagar, Rs 38 crore has been allocated under the CDF, with 757 projects uploaded on the BEAMS portal. Of these, 394 works worth Rs 13.27 crore have been recommended by MLAs, representing 69 per cent of the recommended cost, reflecting steady progress.

Ganderbal has seen allocation of Rs 9.5 crore, with 262 works uploaded, of which 89 have been recommended, amounting to Rs 1.87 crore or 62 per cent of the recommended cost, indicating moderate utilisation of funds.

Budgam’s allocation stands at Rs 23.75 crore, with 790 projects uploaded, of which 239 works have been recommended by MLAs for Rs 4.17 crore, accounting for 49 per cent of the recommended expenditure.

Pulwama, with an allocation of Rs 19 crore, has witnessed high utilisation, with 287 recommended works worth Rs 6.36 crore out of 839 uploaded, reaching 98 per cent of the recommended cost.

Kulgam, allocated Rs 14.25 crore, has uploaded 239 projects, of which 74 works worth Rs 2.22 crore have been recommended, reflecting 52 per cent of the recommended expenditure.

Anantnag, despite receiving Rs 33.25 crore under the CDF, shows limited progress with only 38 works worth Rs 0.86 crore recommended out of 278 uploaded, covering 20 per cent of the recommended cost.

Shopian has utilised a significant portion of its Rs 9.5 crore allocation, with 86 works worth Rs 1.93 crore recommended out of 434 uploaded, reaching 96 per cent.

Baramulla, allocated Rs 33.25 crore, has seen 90 works recommended for Rs 3.41 crore out of 211 uploaded projects, amounting to just 26 per cent of the recommended cost, highlighting slower implementation.

Bandipora, with Rs 14.25 crore allocation, has recommended 31 works worth Rs 2.27 crore out of 69 uploaded, achieving 44 per cent of the recommended expenditure.

Kupwara, allocated Rs 28.5 crore, has uploaded 548 projects, with 387 works recommended for Rs 9.99 crore, reflecting 54 per cent of the recommended cost.

Jammu district, despite the highest allocation of Rs 52.25 crore, shows minimal progress with only six works recommended worth Rs 0.24 crore out of 43 uploaded projects, representing 14 per cent of the recommended expenditure.

In Samba, Rs 14.25 crore has been allocated under the CDF, with 123 works recommended for Rs 6.68 crore out of 255 uploaded, reaching 53 per cent of the recommended cost.

Udhampur, with an allocation of Rs 19 crore, has 16 works worth Rs 1.04 crore recommended out of 32 uploaded, achieving 26 per cent utilisation.

Reasi, allocated Rs 14.25 crore, has recommended 153 works worth Rs 3.36 crore out of 160 uploaded, amounting to 32 per cent of the recommended expenditure.

Doda has uploaded 221 projects for an allocation of Rs 14.25 crore, with 133 works recommended worth Rs 3.73 crore, achieving 41 per cent of the recommended cost.

Ramban, with Rs 9.5 crore allocation, has recommended 106 works worth Rs 3.68 crore out of 106 uploaded projects, reaching 39 per cent of the recommended expenditure.

Kishtwar, allocated Rs 14.25 crore, shows minimal progress with only four works recommended worth Rs 0.29 crore out of 23 uploaded, accounting for 5 per cent.

Poonch, with Rs 14.25 crore, has seen 11 works recommended worth Rs 0.99 crore out of 260 uploaded, achieving 62 per cent of the recommended cost.

Rajauri, allocated Rs 23.75 crore, has 56 works recommended for Rs 1.48 crore out of 178 uploaded, covering only 13 per cent of the recommended expenditure.

Kathua, with Rs 28.5 crore allocation, has recommended 114 works worth Rs 5.54 crore out of 329 uploaded projects, reaching 40 per cent utilisation.

Overall, of the Rs 427.5 crore allocated under the CDF across Jammu and Kashmir, Rs 173.7 crore worth of works have been uploaded on the BEAMS portal, with 2,437 works recommended by MLAs, accounting for 41 per cent of the total allocation.
