Jammu University Bans Procurement of Books from Three Authors, Two Publishers

   

SRINAGAR: The University of Jammu has directed all its teaching departments, campuses and libraries to immediately stop procuring books from three blacklisted authors and two publishers, and withdraw any such printed material from the University in compliance with a Jammu and Kashmir Government order.

In a circular issued by the Registrar on 14, 2026, the University said the directions have been issued in continuation of its earlier circular dated  July 7, 2026, following Government Order No. 257-JK (Edu) of 2026 dated 4 July 2026 issued by the School Education Department. The government order banned and blacklisted the specified authors and publishers across the Union Territory of Jammu and Kashmir.

The circular names the blacklisted authors as Hilal Ahmad, Santosh Meena and Sushant Giri, while the publishers are Oberoi Book Service, Jammu, and Anurag Prakashan, Delhi. It states that any printed material authored and/or published by them shall also be withdrawn from the Union Territory.

The University has instructed all Rectors, Directors, Heads of Teaching Departments and the In-charge Librarian of the Dhanvantri Library to ensure that no books or other printed material are purchased from the listed authors or publishers. They have also been directed to remove any such material, if available, from their offices, departments, libraries and digital repositories in strict compliance with the government order.

The circular further directs all departments to establish a robust mechanism through the concerned Departmental Academic Committees (DACs) to ensure that no books, journals, magazines or other publications containing anti-national, separatist or objectionable content are procured, distributed or made available in any University office, department or library.

The University has also ordered an immediate and comprehensive audit and inspection of all offices, departments and libraries to certify that no such material exists. A compliance report has been sought by the Office of the Registrar.

Additionally, the University announced that a committee will be constituted to formulate a comprehensive Standard Operating Procedure (SoP) for the procurement of books and academic material. The proposed SoP will include a stringent screening mechanism and periodic random scrutiny by a panel of academicians to prevent objectionable content from entering the University, besides regular examination of University websites and digital repositories.
