SRINAGAR: Minister for Jal Shakti, Forest, Ecology and Environment and Tribal Affairs, Javed Rana, held an extensive discussion with Chief of Army Staff, General Upendra Dwivedi, focusing on the pressing issues faced by people living on the other side of the LoC fencing in Jammu and Kashmir. The discussions particularly addressed the hardships of the Gujjar-Bakerwal community, whose traditional way of life has been disrupted by the encing and security restrictions.

A key concern raised during the meeting was the adverse impact of the LoC fencing on tribal livelihoods, especially in terms of restricted access to grazing lands and traditional migration routes. Rana stressed the need for easing these restrictions to ensure that the seasonal movement of the nomadic community remains uninterrupted. Special attention was given to addressing challenges related to emergency movements, where residents often face delays in crossing designated entry points in times of medical or other crises.
The meeting also discussed ways to improve road connectivity in these areas, with a particular focus on the maintenance and upgradation of Border Roads Organisation (BRO) roads along the LoC and in the Pir Panjal region. Improved infrastructure, it was argued, would not only ease movement but also contribute to the overall development of these remote areas.
Another critical issue raised was the presence of landmines in areas frequently inhabited or visited by the local population. Rana urged de-mining efforts in such regions to ensure the safety of civilians. Additionally, the proposal to establish an advanced information system for emergencies was put forward, aiming to provide timely alerts and facilitate swift action in case of natural disasters or security incidents.
To promote inclusivity and provide employment opportunities to the youth from these communities, Rana suggested organising recruitment drives and camps in far-flung districts of J&K. He also proposed the creation of a Gujjar Regiment within the Territorial Army, which would not only provide jobs but also help integrate the community more closely with national security efforts.
Further, the discussions touched upon broader development initiatives, including the proposed construction of a Sports Stadium at Sagra Village and a Helipad at Dhana Shastar in Mendhar, which could enhance both recreational and logistical capacities in the region.
Ensuring adequate arrangements for those with land across the LoC fencing was also a priority in the talks. The meeting addressed the need for unhindered movement, educational support, and enhanced livelihood opportunities for affected residents.
