The Ministry of Education (MoE), along with the Department of Higher Education and the Department of School Education and Literacy for the Government of India (GoI), outlined these concessions in their annual report for the year 2022-23.

The report highlights that the Ministry has approved concessions for Kashmiri migrant students in matters related to their admission to educational institutions in other parts of the country.

The concession, applicable to the wards of both Kashmiri migrants and non-migrant Kashmiri Pandits and Kashmiri Hindu Families residing in the Valley, pertains to their admission to educational institutions in different regions of the country.

The Ministry clarified that it has provided a ‘relaxation in cut-off percentage up to 10 per cent subject to minimum eligibility requirements.’ Additionally, the intake capacity has been increased by 5 per cent course-wise.

Furthermore, the Ministry has implemented a policy to ‘reserve at least one seat in the merit quota in technical and professional institutions.’

The announcement also indicated the waiver of domicile requirements specifically for Kashmiri migrants, while Kashmiri Pandits and Kashmiri Hindu Families (Non-Migrants) residing in the Kashmir Valley still need a domicile certificate.

Regarding supernumerary seats for students from Jammu and Kashmir in all Higher Education Institutions (HEIs), the MoE revealed that “Two seats [are] to be created under supernumerary quota in all recognised Higher Education Institutions for students from J&K.” (KNO)
