Muneer-ul-Islam, 13 Other JKAS Officers Cleared for IAS Induction

   

SRINAGAR: Fourteen serving officers of the Jammu and Kashmir Administrative Service (JKAS) have been cleared for induction into the Indian Administrative Service (IAS), with the formal process now awaiting their consent and subsequent notification by the Union Government.

The development follows a two-day meeting of the Union Public Service Commission (UPSC) held in New Delhi on April 23 and 24, 2026, during which the proposal for induction of eligible JKAS officers into the IAS was considered and cleared.

Official sources said the General Administration Department (GAD) of the Jammu and Kashmir administration has received communication from the Union Ministry of Home Affairs (MHA) and the Department of Personnel and Training (DoPT) seeking the consent of the 14 officers.

The consent is required before the officers are formally inducted into the All India Service, as an officer may choose not to opt for induction into the IAS, sources said.

The officers cleared for induction are Muneer-ul-Islam, Babila Rakwal, Shabnam Kamili, Rachna Sharma, Leena Padha, Rajinder Singh Tara, Tariq Hussain Ganai, Sajjad Hussain Ganai, Anoo Malhotra, Nitu Gupta, Prediman Krishen Bhat, Bhawani Rakwal, Smita Sethi and Anuradha Gupta.

According to the communication received by the GAD, the consent of the officers is to be forwarded to the MHA and DoPT for issuance of the formal notification of induction and determination of their respective years of allotment.

The formal induction will therefore take place after the officers communicate their decision and the requisite notification is issued by the competent authorities.

There were 23 vacancies identified for induction of JKAS officers into the IAS, according to the information available earlier. Of these, nine vacancies relating to retired JKAS officers are to be carried forward to the following year, while the 14 serving officers have been cleared for the present induction process.

The UPSC meeting in April was held with senior officials of the Jammu and Kashmir administration and the MHA to consider the induction proposal against vacancies identified for the relevant years.

The induction assumes significance as JKAS officers had not been inducted into the IAS for several years owing to seniority-related disputes and legal issues. The last such induction took place on August 4, 2022, when 16 JKAS officers were inducted into the IAS.

Once inducted, the officers will be part of the AGMUT cadre, which covers Jammu and Kashmir, Ladakh, Delhi, Arunachal Pradesh, Goa, Mizoram, Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, and Lakshadweep.
