SRINAGAR: The Jammu Kashmir Government has disclosed that unpaid bills amounting to more than Rs 2,700 crore remain pending on account of contractors’ dues and General Provident Fund (GPF) liabilities, even as significant payments have been made during the current financial year.
In a written reply to a question raised by MLA Mir Mohammad Fayaz, the Finance Department said unpaid bills of contractors stand at Rs 205.70 crore, while pending GPF liabilities amount to Rs 2,499.68 crore.
The Government, however, noted that an aggregate amount of Rs 1,890 crore has been disbursed to contractors and Rs 1,953.80 crore released towards GPF claims during the current financial year 2025–26, as of October 16, 2025.
The Finance Department said payments across various liability heads are being cleared in a structured manner depending on the availability of resources. “In order to regulate the payments in all sectors, the bills under various liability heads are cleared in a structured manner, depending upon availability of resources,” the written response stated.
The disclosure comes amid growing concerns among contractors over mounting unpaid bills for completed development works, particularly under the Rural Development, Public Works, and Jal Shakti departments. Several GPF subscribers have also been voicing concern about delays in withdrawal settlements despite digitalisation of accounts under the Jammu Kashmir Civil Accounts Service.
Officials said the Government continues to streamline financial operations through treasury monitoring and expenditure control measures. However, the figures indicate that a large portion of committed liabilities remains pending, underscoring fiscal pressures amid constrained resource mobilisation in the Union Territory.
