Government on Friday categorically declared it has no proposal to issue state subject document at school level and that normal procedure for the issuance of PRCs would be followed.

Talking to KNS, Revenue Minister Javaid Mustafa Mir said the issuance of the PRCs will remain in vogue as per the Public Service Guarantee Act (PSGA) and the government has no proposal to change any procedure.

Pertinently, the issue came into light when BJP leader and Minister of State for Revenue Sunil Kumar Sharma during his visit to Katra had said that the government has taken up a project to issue Permanent Resident Certificate and Caste Certificates at the school level. The Minister had added that the government have started the project in Kishtwar district on a trial basis in 17 schools and have issued over 500 certificates so far.

“We have a full-fledged procedure of issuing state subjects in Jammu and Kashmir. The procedure will continue to remain in vogue. I want to make it clear that state subjects at school level will not be issued,” Javid Mustafa told KNS, adding, he will verify whether any PRC has been issued at any school in the state.

He said that if his junior minister has said that PRCs will be issued at school level, he may have intended to make the process easy. “But we will not change any rule or procedure over the issuance of PRCs,” he vowed.
