SRINAGAR: People’s Democratic Party (PDP) leader and MLA Pulwama, Waheed ur Rehman Para on Tuesday accused the administration of fostering regional imbalance in the distribution of social category certificates across Jammu Kashmir, citing official data presented in the Legislative Assembly.
Para said figures provided by the Revenue Department expose a “deep regional divide,” with Jammu significantly outpacing Kashmir in the issuance of Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Class (OBC), Economically Weaker Section (EWS), and Actual Line of Control (ALC) certificates over the past two years.
In a post on X, Para stated, “Data shared by the Revenue Department reveals a sharp regional divide in certificate issuance over the last two years,” describing the trend as a “serious breach of fairness, equality, and administrative impartiality.”

According to the data, Jammu region leads overwhelmingly in most categories — SC (99.2%), ST (87.2%), OBC (56.6%), EWS (88.5%), and ALC (85.2%) — while Kashmir holds a majority share only in the Reserved Backward Area (RBA) category at 67.1 per cent.
Para asserted that these figures underscore the urgent need to restructure the reservation policy to reflect population proportions and ensure fairness in welfare delivery. “Such disparities undermine the spirit of justice,” he remarked, urging the government to take immediate corrective steps to restore public confidence in the system.
