SRINAGAR: As the second phase of the Jammu and Kashmir Assembly elections unfolds, the curtain has been lifted on the vast wealth and impressive assets of some of the region’s most influential contestants. Tariq Hameed Karra and Syed Mohammad Altaf Bukhari have emerged as the top two wealthiest contenders vying for a seat in the upcoming assembly elections, setting the stage for a fierce battle of financial prowess and political ambition.

Their substantial wealth and formidable political influence have raised the stakes, spotlighting the intricate web of power and money that underpins the region’s electoral landscape. As the contest heats up, the people of Jammu and Kashmir will watch closely to see whether these titans of wealth and politics can translate their financial muscle into electoral success.

Karra’s Financial Portfolio

Tariq Hameed Karra, the president of the Jammu and Kashmir Pradesh Congress Committee (JKPCC), who is contesting from central Shaltang Constituency, stands out as the wealthiest candidate in the fray, with a declared net worth surpassing a staggering Rs 190 crore. A closer examination of his financial portfolio reveals a vast array of immovable assets totalling Rs 148 crore. This impressive tally comprises residential holdings valued at Rs 25 crore, commercial properties worth around Rs 9 crore, and a significant chunk of agricultural land estimated at Rs 113.47 crore.

In contrast, his wife’s assets are valued at a relatively modest Rs 40 lakh, while Karra’s movable assets are estimated at a mere Rs 3.4 lakh. Notably, his financial trajectory has been on an upward swing since 2014, when he declared assets worth Rs 98 crore. In a recent interview, Karra emphasized the significance of transparency in politics, stating, “I have always believed in transparency.” Despite his wife’s business generating additional income, Karra’s pension remains his primary source of income, underscoring the complexities of his financial landscape.

Rise to Prominence

A scrutiny of the latest records reveals a remarkable surge in Tariq HameedKarra’s income, catapulting from a modest Rs 2.62 lakh in 2020-21 to a substantial Rs 7.77 lakh. In stark contrast, his wife’s salary has remained static at Rs 13 lakh since 2019, underscoring the significance of Karra’s own earnings in their household income. This upward trajectory of wealth is a testament to his extensive political experience and the enduring legacy of his family’s involvement in Jammu and Kashmir’s political landscape.
Born on June 28, 1955, in the politically charged city of Srinagar, Karra was destined for a life in politics. His family’s deep-rooted participation in the region’s political affairs laid the groundwork for his own career. A medical graduate with an M.B.B.S. degree from the prestigious S.M.S. Medical College in Jaipur, Karra’s entry into politics was marked by significant milestones, including his triumphant election to the Lok Sabha in 2014, where he ousted the veteran politician Dr Farooq Abdullah. This victory not only demonstrated Karra’s electoral appeal but also solidified his position as a force to be reckoned with in Jammu and Kashmir’s political arena.

From PDP to Congress

In a move that underscored his commitment to upholding the values of democracy, Tariq Hameed Karra tendered his resignation from the People’s Democratic Party (PDP) in 2016. This bold decision was sparked by his deep-seated concern over the loss of civilian lives during a period of unrest, which he felt was not being adequately addressed by the party. By taking a stand against the PDP’s handling of the situation, Karra demonstrated his willingness to prioritize principle over political expediency.

The following year, Karra embarked on a new political chapter by joining the Indian National Congress in 2017. His transition was marked by a swift ascent to prominence, as he was nominated to the esteemed Congress Working Committee. This appointment not only underscored Karra’s growing influence within the party but also highlighted his ability to navigate the complexities of political realignment with ease. As he navigated this new trajectory, Karra’s actions continued to be guided by his unwavering commitment to transparency and accountability in governance.

A Close Second

Syed Mohammad Altaf Bukhari, the president of the Jammu and Kashmir Apni Party (JKAP), has emerged as the second wealthiest candidate in the current electoral phase. As he contests from the Channapora constituency, Bukhari’s declaration of assets reveals a staggering total of Rs 98 crore, offering a glimpse into his affluent lifestyle.
A closer examination of his assets reveals that his immovable properties are valued at a substantial Rs 51.27 crore, while his movable assets stand at Rs 4.30 crore. However, it is the contribution of his wife that significantly bolsters their collective wealth. Her immovable assets alone are valued at Rs 12.46 crore, complemented by movable assets totalling Rs 97.38 crore.

Bukhari’s penchant for luxury is evident in his impressive collection of assets. In addition to an extensive array of gold and jewellery, his treasure trove includes high-end automobiles, such as a Toyota Fortuner. His fascination with horology is reflected in an exquisite collection of watches, while his affinity for fine jewellery underscores his indulgent approach to life.

As Bukhari navigates the electoral landscape, his wealth serves as a testament to his privileged position. Yet, it remains to be seen whether his opulent lifestyle will resonate with the electorate or prove to be a hindrance in his pursuit of public office.
The Calculated Rise

Syed Mohammad Altaf Bukhari’s foray into politics began within the confines of the People’s Democratic Party (PDP), where he honed his skills and ascended to various ministerial positions. However, in a move that underscored his ambition and desire for greater influence, Bukhari severed ties with the PDP in 2020 to lay the foundations of the Jammu and Kashmir Apni Party (JKAP).

Throughout his tenure as a legislator, Bukhari has been entrusted with pivotal ministerial roles, including the portfolios of Education and Finance, Labour, and Employment. His stewardship has been marked by a dual focus: the prudent management of the state’s financial resources and a concerted effort to elevate the standard of education. These objectives have been the cornerstones of his political philosophy, guiding his decision-making and policy implementations.

Bukhari’s electoral prowess was exemplified in the 2014 Assembly elections, where he decisively defeated Nasir Aslam Wani of the National Conference by a margin of over 5,000 votes in the Amira Kadal constituency. This triumph not only cemented his position within the political hierarchy but also underscored his ability to connect with the electorate and harness their support.

As Bukhari navigates the complexities of regional politics, his trajectory has been defined by calculated manoeuvres and significant roles, solidifying his status as a dominant force in the region’s political landscape. His capacity to adapt and evolve has enabled him to maintain a firm grip on the political narrative, ensuring his continued relevance in the ever-shifting sands of regional politics.

The Intersection of Wealth and Power

In the run-up to the elections, two figures have emerged as pivotal players: Syed Mohammad Altaf Bukhari and Tariq Hameed Karra. Beyond their political influence, both men boast considerable wealth, cementing their status as plutocrats with significant sway in the region’s political arena. This convergence of financial and electoral clout has positioned them as key players in the election season, underscoring a trend where political power and riches are becoming increasingly intertwined in Jammu and Kashmir.

As the elections draw near, the scrutiny of their financial statements will intensify, with voters closely examining how these politicians intend to utilize their vast resources for the betterment of their constituents. The discourse surrounding their wealth is poised to become a contentious issue, with many questioning the motivations behind their candidatures.

A local political expert astutely observed, “We need leaders who understand the struggles of the common people, not just those who can flaunt their wealth.”
The forthcoming elections will serve as a litmus test for Bukhari and Karra, as they seek to engage the electorate on a level that transcends their financial prowess. Their ability to connect with the people, articulate a vision for the region’s future, and deliver on campaign promises will be subject to intense scrutiny. As influential figures with considerable wealth and political clout, their actions will have a profound impact on the trajectory of Jammu and Kashmir’s development. The intricate dynamics of representation and governance in the region ensure that the electorate will be keenly observing their every move, making the stakes higher than ever.
