7,495 Kanals Allotted to Central Agencies Since 2019

   

SRINAGAR: More than 68,190 kanals of state and departmental land have been transferred to various Union Territory government departments and agencies in Jammu and Kashmir since 2019, while 7,495 kanals and 10 marlas have been allotted to Central government departments and their agencies against a transfer value of 10,506.75 lakh, official data reveals.

The transfers have been effected at different administrative levels, including the Administrative Council, Revenue Department, Divisional Commissioners and Deputy Commissioners, in accordance with delegated powers.

Under the Administrative Council, which is competent to transfer land beyond 500 kanals to UT government departments without charging transfer value, a total of 44,130 kanals and 15 marlas have been transferred to UT departments since 2019. During the same period, 7,495 kanals and 10 marlas were transferred to Central government departments, generating a transfer value of 10,506.75 lakh, calculated as per stamp rates of the respective year.

Year-wise, the Administrative Council transferred 1,729 kanals and 32 marlas in 2019, followed by 24,480 kanals and half a marla in 2020. In 2021, 1,160 kanals and 18 marlas were transferred to UT departments, while 1,500 kanals and 13 marlas were allotted to Central agencies at a transfer value of 3,932.12 lakh. In 2022, 4,624 kanals and 12.5 marlas went to UT departments, and 77 kanals and 16 marlas to Central agencies for 216.89 lakh. The year 2023 saw 1,679 kanals and 14 marlas transferred to UT departments and 5,728 kanals to Central agencies for 4,735.30 lakh. In 2024, 10,454 kanals and 18 marlas were transferred to UT departments, while 149 kanals and 2 marlas were allotted to Central departments for 1,622.44 lakh.

At the level of the Revenue Department, which is competent to transfer land beyond 100 kanals and up to 500 kanals to UT departments without charging transfer value, a total of 8,103 kanals and 1 marla have been transferred since 2019. The highest transfer under this category was recorded in 2022 at 3,587 kanals and 3 marlas.

Divisional Commissioners of Jammu and Kashmir, empowered to transfer land within the prescribed limits to UT departments without charging transfer value, have transferred 9,086 kanals and 19 marlas since 2019. Transfers under this category were spread across all years, with notable allotments in 2020 (2,860 kanals) and 2022 (1,451 kanals).

Deputy Commissioners across the Union Territory, who are competent to transfer land up to 10 kanals to UT government departments without charging transfer value, have transferred 6,870 kanals and 4 marlas during the same period. The highest yearly figure under this category was recorded in 2021 at 2,534 kanals.

The grand total of state and departmental land transferred since 2019 stands at 68,190 kanals and 19 marlas to UT government departments, in addition to 7,495 kanals and 10 marlas allotted to Central government departments and agencies against a cumulative transfer value of 10,506.75 lakh.

The data outlines the scale and administrative structure of land transfers in Jammu and Kashmir over the past six years, reflecting both intra-UT allocations and transfers to Central government entities.
