SRINAGAR: The Jammu and Kashmir administration acknowledged in the Legislative Assembly that while recruitment examinations are conducted “in accordance with prescribed rules”, several scheduled tests have slipped in recent years because of administrative exigencies such as centre availability, adverse weather, ongoing litigation and document verification, the House was told in response to an unstarred question.
The reply said that recruitment agencies carry out selection processes within the notified timelines as a rule, but that exceptional circumstances have on occasion forced deviations from published schedules. It listed common causes behind delays — securing appropriate examination centres, court cases, thorough eligibility checks and the imperative to ensure transparency and fairness — and said these have sometimes made strict adherence to the timetable impossible.
To address the problem, the government said it has taken a series of administrative and technical measures to streamline recruitment. These include rationalising examination schedules, adopting technology-driven systems, strengthening manpower at recruiting agencies and tighter monitoring of timelines. The government underlined that automation and digital platforms are being expanded to reduce dependence on manpower and to speed up citizen services while recruitments proceed. It said close monitoring and advanced scheduling are expected to improve punctuality in examinations, but it did not set a timeline for when the recruitment calendar will be fully up to date.
