J&K government on Saturday admitted that there are non-state subjects in the Rajiv Nagar dwelling units constructed under VAMBAY – Valmiki Ambedkar Awas Yojna. The revelation came in response to a starred question by BJP lawmaker Sat Paul Sharma.

The government said that Jammu Development Authority has constructed 150 dwelling units for providing shelter to slum dwellers and homeless persons at Jammu’s Rajiv Nagar.

Of these 150 units, the government said 36 units have been allotted to the state subjects.

However, 114 dwelling units have been given to non-state subjects whose Jhuggies were demolished by the JDA in Jammu. These families were later shifted to this VAMBAY cluster on a monthly rent of Rs 150. In written response, the government said that Tehsildar has been asked to take action for obtaining permanent resident certificate from these families.

Deputy Chief Minister Dr Nirmal Singh said that these people were housed by the last government and not by the ruling coalition. “These dwelling have been rented out and in J&K no non-state subject can own a property under the law,” Dr Singh said. “But these people are citizens of country, they have a right to live on rent.”

NC’s Javed Rana asked the government to consider housing the houseless from SC and ST sections of the population. He said in J&K the people from Bangladesh should be treated at par with non-state subjects.

He was actually referring to a BJP lawmaker’s intervention that lot many people from other countries are in Jammu. In fact, Speaker Kavinder Gupta intervened in the debate saying he is concerned over the fact that residents of Bangladesh are living in these flats and the government must initiate action against them.

Intervening in the debate, Engineer Sheikh Ab Rasheed said the government must go for a survey to identify the non-state subjects living in the state so that action could be initiated against them. He questioned the wisdom of the government in renting out these dwelling for these people against the rules governing the scheme.

VAMBAY offers free shelters to the people living below poverty line. The scheme is aimed at managing the house less.
