SRINAGAR: The Bharatiya Janata Party (BJP) has lodged a formal complaint with the Election Commission of India (ECI) against Chief Minister Omar Abdullah, alleging a violation of the Model Code of Conduct (MCC) following his announcement about establishing temporary classes of a proposed “National Law University” at Ompura in Budgam district during the ongoing Assembly session.
In a letter addressed to the Chief Election Commissioner at Nirvachan Sadan, New Delhi, and dated October 29, 2025, the BJP claimed that the Chief Minister announced from the floor of the Jammu and Kashmir Legislative Assembly, projecting imminent developmental benefits for the constituency.
According to the complaint, the announcement was “clearly intended to influence the electorate of Budgam by presenting a promise of new development work during the election period.”
The party cited four main grounds for its objection — violation of the MCC, undue influence under Section 123(2) of the Representation of the People Act, misuse of an official platform, and the potential immediate electoral impact.
The BJP stated that the MCC prohibits governments from announcing new projects or benefits during elections, calling the statement an “inducement with clear electoral intent.” It further argued that the announcement could amount to a corrupt practice under election law and said its delivery within the Assembly compromised neutrality in the electoral process.
The party also claimed that the statement has already circulated widely on media and social platforms, which could influence voters in Budgam and “disturb the level playing field.”
The BJP has urged the ECI to initiate an immediate inquiry and take appropriate action against the Chief Minister for the alleged violation of electoral norms. (KNT)
