In a notification issued on June 11, the Ministry of Petroleum and Natural Gas invoked provisions of the Essential Commodities Act to regulate the procurement of Motor Spirit (petrol) and High-Speed Diesel through retail outlets. The move follows reports of unusually high fuel purchases in some regions, which authorities linked to a widening gap between retail and bulk fuel prices.

According to the notification, the government fears that excessive procurement from retail fuel stations could divert supplies intended for ordinary consumers, leading to artificial shortages and affecting the availability of fuel for genuine users.

The order warned that bulk purchases through retail outlets could encourage hoarding, black marketing and other malpractices, undermining the equitable distribution of petroleum products across the country.

The ministry said the restrictions were necessary to ensure uninterrupted fuel supplies, maintain market stability and protect public interest.

Despite the regulatory measures, the Petroleum Ministry sought to reassure consumers that the country’s energy supply chain remains stable. It stated that the availability of crude oil, petrol, diesel, LPG and natural gas is adequate and that refineries nationwide are operating at optimal capacity.

Officials maintained that the temporary restrictions are precautionary in nature and aimed at preventing disruptions in fuel availability while ensuring that supplies reach end consumers without hindrance.
