SRINAGAR: Chief Secretary Atal Dulloo on Friday reviewed the implementation and progress of key Centrally Sponsored Schemes (CSS) and flagship infrastructure projects across Jammu and Kashmir, directing departments to ensure timely completion of projects and full coverage of eligible beneficiaries under welfare initiatives.
Chairing a meeting of Administrative Secretaries, Dulloo took a detailed appraisal of the physical and financial progress achieved under various schemes and reviewed targets, challenges and future action plans.
The review covered sectors including education, health, power, digital connectivity, rural and urban development, housing, social welfare, finance, tourism, skill development, water supply, transport, fisheries and infrastructure development.
The Chief Secretary stressed that effective implementation of flagship schemes is crucial for improving public service delivery and promoting inclusive socio-economic development across the Union Territory.
Calling for outcome-oriented governance, Dulloo directed departments to closely monitor targets, address implementation bottlenecks and ensure optimum utilisation of funds. He asked officials to focus on timely project completion, saturation of beneficiary-oriented schemes and regular field supervision.
He also called for stronger coordination among implementing agencies, robust monitoring mechanisms and frequent inspections to maintain quality and ensure effective delivery of services.
Reviewing the education sector, officials informed the meeting about progress under Samagra Shiksha and PM SHRI Schools, including initiatives related to smart classrooms, ICT laboratories, Atal Tinkering Labs, vocational education, inclusive education and technology-enabled governance.
The Skill Development Department said over one lakh youth have received industry-oriented training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), while work has started under the PM-SETU programme to upgrade Industrial Training Institutes into modern Centres of Excellence.
In the power sector, officials briefed the Chief Secretary about the progress under PM Surya Ghar Muft Bijli Yojana, rooftop solar installations, solarisation of government buildings, smart metering and the Revamped Distribution Sector Scheme (RDSS).
The Information Technology Department presented updates on BharatNet and 4G saturation projects aimed at expanding digital connectivity, especially in rural and remote areas.
The meeting also reviewed financial inclusion schemes, including Pradhan Mantri Jan Dhan Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana. Dulloo directed officials to intensify outreach efforts to cover all eligible beneficiaries.
Progress under Pradhan Mantri Matru Vandana Yojana, POSHAN 2.0, Saksham Anganwadi Centres, Jal Jeevan Mission, PMAY (Urban and Gramin), Swachh Bharat Mission, Ayushman Bharat, National Health Mission, AMRUT, tourism infrastructure and transport projects was also reviewed.
The Chief Secretary said transparent, accountable and result-oriented implementation of Centrally Sponsored Schemes must be ensured so that development benefits reach every region and section of society across Jammu and Kashmir.
