SRINAGAR: The Appointments Committee of the Cabinet (ACC) has approved the transfer of Director General of Police (DGP), Ladakh, Mukesh Singh, to Manipur on inter-cadre deputation for a period of three years. The move has also fuelled indications that the senior AGMUT cadre IPS officer may be considered for the position of police chief in the violence-affected northeastern state.

As per an official order issued by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, the decision follows a proposal received from the Ministry of Home Affairs dated May 15, 2026.
The approval has been accorded as a special case in public interest, with relaxation of the standard rules governing inter-cadre deputation and waiver of the mandatory cooling-off period after central deputation.
Singh had recently taken charge as DGP Ladakh. He was appointed to the post by the Centre in January 2026, replacing SD Singh Jamwal, who was subsequently posted to Arunachal Pradesh. He formally assumed office as Director General of Police of the Union Territory of Ladakh on January 15, 2026.
Mukesh Singh, an IPS officer of the AGMUT cadre, is a BTech graduate in civil engineering from the Indian Institute of Technology (IIT) Delhi and joined the Indian Police Service in 1996. During his career, he has held several sensitive postings, including Superintendent of Police in Reasi, Pulwama, Poonch and Jammu during periods of heightened militancy.
He was part of the core team involved in setting up the National Investigation Agency (NIA), which later emerged as the country’s premier counter-terrorism investigative body. At the NIA, he served in various roles, including Superintendent of Police, Deputy Inspector General and Inspector General.
Singh has been associated throughout his service with counter-terrorism operations in Jammu and Kashmir as well as at the NIA, where he handled several high-profile investigations.
He has also co-authored the book Police Operations and co-published research papers including Investigation of Encounter Killings (2016), Police Operations (2015) and Conducting an Anti-Terrorist Operation (2014).
