SRINAGAR: The Directorate of School Education, Jammu (DSEJ) has directed all government and private schools, as well as coaching centres, to conduct a comprehensive review of books available on their premises to ensure that no publication contains objectionable or inappropriate content.
According to Circular No. 10-DSEJ of 2026, all Heads of Institutions (HOIs) have been instructed to examine books kept in offices, classrooms, staff rooms and libraries, including both newly acquired and older publications.
The circular states that the review is intended to ensure that no book contains material that violates religious sentiments, prevailing laws, educational values or established norms. It also directs that all educational material must conform to the age-appropriate guidelines of the National Education Policy (NEP) 2020.
If any objectionable content is identified, HOIs have been asked to submit a detailed report specifying the title of the book, the author and publisher, and the number of copies available.
The Directorate has directed all government institutions, private schools and coaching centres to complete the exercise with due diligence, maintain proper records and submit a compliance certificate to the respective Zonal Education Officer (ZEO).
The compliance certificate must certify that all books on the institution’s premises have been thoroughly reviewed, that no objectionable material has been found to the best of the institution’s knowledge after due verification, and that library books conform to the vision, guidelines and objectives of NEP 2020.
Where objectionable material is detected, the compliance certificate must be accompanied by the detailed report. Institutions have been directed to submit their reports to the concerned ZEO within seven days, by July 13.
The circular further directs ZEOs to scrutinise and consolidate reports received from institutions under their jurisdiction and submit them to the respective Chief Education Officers (CEOs) by July 15.
The CEOs of the Jammu Division have been instructed to forward consolidated reports and compliance certificates to the Directorate of School Education, Jammu, by July 17 after personally monitoring the exercise and countersigning the certificates.
A committee comprising the Joint Director (JSK) Range and Joint Director (Elementary Education) has also been constituted to collect certification reports from the districts and submit a consolidated report to the Director by July 17.
The Directorate has warned that any lapse in complying with the instructions will be viewed seriously and may invite disciplinary action against the defaulting officials under the applicable rules.
