SRINAGAR: Chief Secretary Atal Dulloo on Thursday set monthly targets for accelerating the implementation of the PM Surya Ghar: Muft Bijli Yojana and the Solarisation of Government Buildings Programme across Jammu and Kashmir, directing agencies to complete projects within fixed timelines.
Chairing a high-level review meeting, Dulloo directed the Power Distribution Companies (DISCOMs) and other implementing agencies to ensure early installation of rooftop solar (RTS) systems for nearly 57,000 beneficiaries whose vendor agreements have already been finalized.
He asked departments to prepare a clear roadmap to achieve the assigned targets well ahead of the deadline of the PM Surya Ghar scheme so that Jammu and Kashmir can fully benefit from the Government of India’s flagship renewable energy initiative.
Reviewing the solarisation of government buildings, the Chief Secretary directed the Science and Technology Department and JAKEDA to speed up work in mission mode. He set a target to complete solar installations on over 1,400 government buildings under the CAPEX model and around 1,300 buildings under the RESCO model by the end of July 2026.
Dulloo also called for simultaneous completion of smart metering in commissioned buildings to ensure effective net metering, accurate energy accounting and better utilisation of solar power assets.
Additional Chief Secretary, Power Development Department, Ashwani Kumar briefed the meeting about measures being taken to address implementation gaps, improve coordination among agencies and accelerate progress under both major solar programmes.
Additional Chief Secretary, Finance, Shailendra Kumar suggested recognising districts showing exceptional performance to encourage competition among implementing agencies. He appreciated the progress achieved by Kupwara and Shopian districts under the PM Surya Ghar scheme and recommended appreciation for officers and field staff involved.
The meeting was informed that Jammu and Kashmir has set a target of installing rooftop solar systems for 83,500 residential consumers under PM Surya Ghar: Muft Bijli Yojana, including 39,500 consumers under JPDCL and 44,000 under KPDCL.
Managing Director KPDCL Mehmood Ahmad Shah informed that as of July 7, 2026, rooftop solar systems had been installed for 37,138 residential consumers across the UT, generating a cumulative capacity of 133.40 MW.
Beneficiaries have received Central Financial Assistance of Rs 291.38 crore, while the Jammu and Kashmir government has provided an additional subsidy of Rs 10.50 crore to promote wider adoption of rooftop solar systems.
CEO JAKEDA P N Dhar informed the meeting that Jammu and Kashmir has emerged among the leading performers in government building solarization and currently ranks third among States and Union Territories. So far, 8,131 government buildings—36.14 percent of the 22,494 identified buildings—have been equipped with rooftop solar systems.
Under the CAPEX mode, solar systems have been installed on 3,338 government buildings with a capacity of 46.30 MW against the allocated target of 65 MW covering 5,500 buildings. Material has also been supplied for another 1,462 buildings, while supplies for 800 more buildings are in transit.
Under the RESCO model, the government plans to develop 175 MW rooftop solar capacity covering nearly 8,000 government buildings. Work orders have already been issued for 1,360 buildings with tariffs ranging from Rs 4.19 to Rs 5.27 per unit.
The Chief Secretary directed all departments to strengthen coordination, strictly follow timelines and regularly monitor district-wise performance to ensure Jammu and Kashmir achieves its solarisation goals within the stipulated period.
