Chairing a high-level review meeting, Dulloo directed departments to ensure timely completion of all statutory, administrative and technical requirements required to make the system fully functional. He said the progress on cyber crime prevention measures and implementation of the Digital Arrest mechanism should be reviewed every month to ensure better coordination among departments and adherence to deadlines.

The meeting was attended by the Principal Secretary Home, Additional Director General of Police (CID), Commissioner Secretary IT, Commissioner Secretary Law, Inspector General of Police (Crime), Senior Superintendent of Police (Crime), SP Operations and other senior officials, while officers posted outside Srinagar joined virtually.

The Chief Secretary instructed concerned departments to upload the progress report on the Pragati Portal by July 20 and submit all pending proposals and necessary documents within the prescribed timeframe to facilitate issuance of required government orders.

Expressing concern over the rising threat of cyber crimes, Dulloo emphasised the need to enhance institutional capacity by providing regular training and skill development to officials involved in cyber crime investigation and digital enforcement.

He also called for launching a comprehensive awareness campaign through print, electronic and digital platforms to educate people about emerging cyber threats, particularly digital arrest scams, online financial frauds and safe digital practices.

The Chief Secretary said that creating public awareness, strengthening technological capabilities and ensuring a coordinated response among institutions are essential to effectively tackle cyber crimes and protect citizens from increasingly sophisticated online scams.

During the meeting, officials gave a detailed presentation on the roadmap for implementing the Digital Arrest mechanism, existing infrastructure, institutional preparedness, achievements, gaps and future action plan for strengthening the cyber security ecosystem across Jammu and Kashmir.

The presentation also highlighted steps being taken to improve coordination among stakeholder departments to build a robust and responsive cyber crime prevention system in the Union Territory.
