Jammu Kashmir Govt to Digitise Recruitment Rules, Promotion Committees

   

SRINAGAR: The Jammu and Kashmir administration is set to digitise the updation of Recruitment Rules (RRs) and streamline the conduct of Departmental Promotion Committees (DPCs) across all government departments.

The reform was discussed during a high-level meeting chaired by Chief Secretary Atal Dulloo, who underscored the importance of resolving HR issues in tandem with other governance priorities. He stressed that delays in promotions and recruitment procedures adversely affect employee morale and departmental performance.

To address these challenges, the Chief Secretary advocated for an IT-based system to ensure transparency, efficiency, and adherence to timelines. He directed the Bhaskaracharya Institute for Space Applications and Geo-informatics (BISAG-N) to develop a dedicated online portal to manage RR updates and DPC processes in real time.

A committee, headed by Principal Secretary, Public Works Department (PWD), Anil Kumar Singh, and comprising Commissioner Secretaries of the General Administration Department (GAD) and ARI and Trainings Department, was constituted to finalise the implementation modalities.

The online system, as outlined in the meeting, will include department-specific dashboards, unique proposal IDs, online vetting of documents, automated alerts for pending actions, and a centralised digital repository of RRs. The aim is to replace manual processes with a seamless digital framework for better monitoring and accountability.

Additionally, the ARI & Trainings Department has been tasked with building capacity among officers by conducting training programmes once the system is operational. Each department will appoint and train Nodal Officers to ensure smooth transition and portal management.

A detailed timeline for implementation was presented, with the entire proposal cycle—from submission to final recommendations—expected to be completed within a structured timeframe. Preliminary reviews are to be concluded within 15 days, followed by examinations and committee recommendations.

Officials noted that the reform reflects the administration’s broader vision of leveraging technology to improve governance, simplify bureaucratic procedures, and foster a more motivated and responsive public workforce.
