Jammu Kashmir Pays Rs 2,304 Cr in Toll Fees Over the Past Decade

   

SRINAGAR: The Government has said that Jammu and Kashmir has collected Rs 2,304 crore in toll fees from its National Highway fee plazas over the past twelve financial years, according to official data placed before the Lok Sabha. The Union Territory currently has six operational toll plazas on the National Highway network as of October 31, 2025.

The official figures show a steady rise in toll earnings over the decade, reflecting both rising vehicular traffic and the expansion of the highway network across the region. In 2014-15, Jammu and Kashmir earned only Rs 0.11 crore from toll fees, a figure that rose sharply to Rs 30.30 crore the following year. The upward trend continued through 2016-17 at Rs 38.32 crore and nearly doubled in 2017-18, reaching Rs 73.75 crore.

The earnings strengthened further in 2018-19 at Rs 83.65 crore and grew significantly in 2019-20 to Rs 130.07 crore. The Covid-affected year of 2020-21 saw collections dip to Rs 108.75 crore, but revenues rebounded strongly afterwards. In 2021-22, toll earnings climbed to Rs 194.81 crore and almost doubled again in 2022-23 at Rs 409.96 crore. Collections remained high in 2023-24 at Rs 436.86 crore.

In the ongoing 2024-25 financial year, user fee collections have reached Rs 507.56 crore, the highest annual figure so far for Jammu and Kashmir. For the current financial year 2025-26, the April–October period has yielded Rs 290.41 crore, indicating that the annual total may again remain elevated.

The Ministry informed the House that toll fees continue to be collected either by concessionaires during the concession period or by the Government thereafter, according to the National Highways Fee Rules, 2008. It added that the Centre has initiated the transition to Multi-Lane Free Flow electronic tolling using Automatic Number Plate Recognition and FASTag-based systems to eliminate congestion and delays at fee plazas.
