SRINAGAR: The Jammu and Kashmir administration has submitted welfare scheme proposals worth Rs 1,088.75 crore for the financial year 2025–26, even as Chief Secretary Atal Dulloo on Friday reviewed the implementation of 37 centrally sponsored and nine UT-specific schemes targeting marginalised and vulnerable sections across the region.
The review meeting, held in Srinagar, was attended by Principal Secretary Social Welfare Department (SWD) Anil Kumar Singh, Secretary in SWD, Mission Directors, Director Social Welfare (Jammu/Kashmir), District Social Welfare Officers, and other senior officials.
Officials informed that major proposals already approved include Rs 759.67 crore under Mission Poshan and ICDS, Rs 126.54 crore under Mission Vatsalya, Rs 40.79 crore under Mission Shakti, Rs 64.39 crore for PMMVY, and Rs 6.20 crore for the Beti Bachao Beti Padhao scheme.
The Chief Secretary directed that all Anganwadi Centres (AWCs) must be equipped with electricity, drinking water, and toilets, with priority given to those in government buildings. He also called for shifting AWCs from private premises lacking basic infrastructure. There are nearly 28,000 AWCs in the Union Territory catering to around 9 lakh beneficiaries.
Reviewing scheme outcomes, Dulloo stressed the need for performance-based monitoring of nutrition programmes for children, adolescent girls, and lactating mothers. He asked officers to conduct field visits regularly and align implementation with on-ground needs.
The department was also asked to explore establishing Composite Homes in districts for orphaned children, elderly persons, and destitute women, to ensure collective care and reduce social isolation.
Principal Secretary Anil Kumar Singh provided a detailed presentation of the department’s work, highlighting key schemes under Mission Poshan (7 schemes), Mission Shakti (6 schemes), and Mission Vatsalya (7 schemes). Other centrally sponsored schemes reviewed included SMILE, AVYAY, SAPSrC, PM-AJAY, PM-YASASVI Scholarships, NAPDDR, NSAP, minority/SC/OBC scholarships, ALIMCO-supported prosthetic aid, SC/ST Atrocities Act, NAMASTE, and PMJVK.
UT-level schemes reviewed included ISSS, Ladli Beti, Marriage Assistance Scheme, mobility support for specially-abled persons, pension for the needy, and support for militancy-affected families.
Proposals awaiting approval include funding for implementation of the Prevention of Atrocities Act, senior citizen homes, Saksham Anganwadi Centres, Palna (crèche) scheme, post-matric scholarships for SC students, and components under NAPDDR and PM-YASASVI.
Dulloo directed officials to ensure accountability, timely execution, and community-level impact across all schemes.
