JKAS to IAS Inductions Resume; 23 Officers Cleared

   

SRINAGAR: In a significant administrative development, 23 officers of the Jammu and Kashmir Administrative Service (JKAS) have been cleared for induction into the Indian Administrative Service (IAS), while three officers who were earlier granted provisional induction have now been formally confirmed.

Reports appearing in the media quoting official sources said the inductions have largely been made against vacancies for the year 2019, with a smaller number adjusted against 2020 vacancies. The decision follows a two-day meeting of the Union Public Service Commission (UPSC) held in New Delhi on April 23 and 24, in which senior Jammu and Kashmir officials participated.

The UPSC has forwarded the minutes of the meeting to the Ministry of Home Affairs (MHA), which will subsequently send them to the General Administration Department (GAD) for issuance of a formal notification. The notification, which will also determine the year of allotment for inducted officers, is expected in the coming days.

Reports said that seven of the 23 officers cleared for induction have either retired or are nearing retirement. These vacancies will be re-notified after completion of the current process, and, along with future openings, are expected to be filled in the next cycle of inductions.

In addition, the UPSC has approved the confirmation of three officers who had earlier been inducted into the IAS on a provisional basis and are already serving in the cadre.

Senior officials, including Chief Secretary Atal Dulloo and Commissioner/Secretary GAD M Raju represented Jammu and Kashmir during the UPSC deliberations.

The development comes after a gap of nearly four years, with the last induction taking place on August 4, 2022, when 16 JKAS officers were inducted into the IAS. The process had since been delayed due to legal disputes and procedural hurdles, despite vacancies being identified.

Historically, inductions from JKAS to IAS had remained stalled for nearly 12 years between 2010 and 2022 due to seniority-related litigation and administrative challenges. Notably, officers from the 1999 JKAS batch had to wait over two decades for induction.

With Jammu and Kashmir now part of the AGMUT cadre—covering Arunachal Pradesh, Goa, Mizoram and several Union Territories including Delhi and Ladakh—the government is planning to regularise the induction process on an annual basis. Officials said this is aimed at ensuring timely career progression and avoiding prolonged delays witnessed in the past.
