According to figures shared at the meeting, the LAHDC-Kargil board has received requisitions for 473 vacancies out of 841 to be referred by various departments. The LAHD-SSRB in Leh has received requisitions for 530 vacancies out of 547. The LSSSSB has been sent requisitions for 318 vacancies.

Dr Kotwal instructed all Administrative Departments to verify both existing and anticipated vacancies, including those arising from retirements up to December 31, 2025, and to forward them to the relevant boards. Departments were asked to follow the 100-point reservation roster laid down in the UT of Ladakh Reservation (Amendment) Rules, 2025.

Secretary GAD, Michael M. D’Souza, informed the meeting that candidates eligible under multiple reservation categories—such as Scheduled Tribe and ALC, or ALC and Economically Weaker Section—must select one category at the time of application. This choice cannot be changed later. He asked all recruitment boards to ensure that this rule is widely communicated to applicants.

Dr Kotwal also asked issuing authorities to provide Domicile Certificates in the format prescribed by the General Administration Department under the Ladakh Civil Services Decentralization and Recruitment (Grant of Domicile Certificate) Procedure Rules, 2025.

To strengthen the process, Secretary GAD stated that QR-coded, machine-numbered Domicile Certificate booklets have been distributed to the competent authorities. He added that Scheduled Caste and Scheduled Tribe certificates will follow the format used by the Union Public Service Commission to maintain uniformity and facilitate verification.

Dr Kotwal directed recruitment boards to notify examination syllabi in advance to allow candidates time to prepare.

The Secretary GAD also informed that requisitions for the first phase of gazetted posts to be advertised through the Union Public Service Commission will be submitted on July 16, 2025. These include 125 posts of Medical Officers in the Health and Medical Education Department, 32 Accounts Officer posts in the Finance Department, and 75 Lecturer posts across departments.

The UPSC will advertise these posts by the reservation and domicile provisions applicable in the Union Territory of Ladakh under the Jammu and Kashmir Reservation Act, 2004 and the Ladakh Reservation (Amendment) Rules, 2025. A detailed explanatory note on these rules is being prepared by the GAD for reference by UPSC.
