The case pertains to an organised syndicate accused of luring Indian youths to Cambodia on the promise of lucrative employment, before allegedly forcing them into cyber fraud operations under exploitative conditions.

The chargesheet has been submitted before a special NIA court in Patna against Anand Kumar Singh alias Munna Singh and four others under relevant provisions of the Indian Penal Code.

According to the NIA, three accused — Abhay Nath Dubey of Uttar Pradesh, Abhiranjan Kumar of Bihar and Rohit Yadav of Uttar Pradesh — were arrested in February after returning to New Delhi from Cambodia. Another accused, Prahlad Kumar Singh, is currently out on bail.

Investigators stated that victims were trafficked to Cambodia where their passports were allegedly confiscated, and they were subjected to physical and mental abuse when they resisted participation in cyber scam activities. The agency further said victims were confined, deprived of basic necessities, and in some cases tortured.

The probe identified Anand Kumar Singh as the alleged kingpin of the network, who reportedly coordinated with sub-agents and travel intermediaries across several Indian states to recruit victims. He is alleged to have earned between USD 2,000 and 3,000 per individual supplied to fraudulent operations abroad.

The case, registered as RC-10/2024/NIA/DLI, remains under active investigation as authorities continue efforts to identify additional members of the syndicate and establish the full extent of the trafficking network.
