Over 4,700 Houses Built Under PMAY-G Across Jammu Kashmir; Only 507 of 3,679 Landless Beneficiaries Allotted Land

   

SRINAGAR: The Jammu and Kashmir Government on Friday informed the Legislative Assembly that more than 4,700 houses have been constructed under the Pradhan Mantri Awaas Yojana–Gramin (PMAY-G), while a majority of identified landless beneficiaries are yet to receive land for housing.

Replying to a starred question, the Department of Rural Development and Panchayati Raj said that in Rajouri constituency alone, 4,321 houses have been constructed over the past two years, with an additional 464 houses completed during the current financial year 2025–26 so far.

The government said that the process to include left-out eligible families is ongoing under PMAY-G 2.0. “Left-out intending households have been surveyed and their verification is currently in progress to ensure that all eligible beneficiaries are included under the scheme as per guidelines,” the reply said.

On the issue of land for landless beneficiaries, the government clarified that PMAY-G provides for such support. It said that land is allotted to eligible families by the Revenue authorities after due verification, and that the Union Territory administration provides 5 marlas of land to such beneficiaries for construction of houses.

However, official data presented in the Assembly highlights a significant gap between identification and allotment. Across Jammu and Kashmir, 3,679 landless beneficiaries have been identified under PMAY-G. Of these, only 507 have been allotted land, while 2,731 cases have been rejected and 441 are still under consideration.

District-wise figures show considerable variation. In Kashmir division, Anantnag reported 324 identified beneficiaries, with 31 allotments and 276 rejections. Ganderbal recorded 264 beneficiaries but only 9 allotments, with 252 cases rejected. Baramulla and Bandipora performed relatively better, with 55 out of 111 and 114 out of 134 beneficiaries receiving land, respectively.

In Jammu division, Doda reported 244 beneficiaries, of which 62 have been allotted land, while 113 cases remain under consideration. Jammu district recorded 171 beneficiaries, with 38 approvals and 133 rejections. Kathua and Udhampur also reported a high number of rejections and pending cases.

The data further shows that in some districts, including Budgam and Shopian, no landless beneficiaries were reported under the scheme.

Rajouri district has the highest number of landless beneficiaries in the Union Territory, with 1,289 identified under PMAY-G. However, only 48 of these cases have been approved for land allotment, while 1,162 have been rejected and 79 remain under consideration.

The government reiterated that land allotment is subject to verification by Revenue authorities and must follow prescribed guidelines, adding that the process of identification and inclusion of eligible beneficiaries is ongoing.
