The meeting also reviewed arrangements for distribution of free ration to Relief Category Ration Card holders under the Special Relief Ration Scheme notified vide Government Order No. 15-JK(FCS and CA) of 2026 dated 05-03-2026. Extension of social sector benefits to migrant beneficiaries was also examined in detail.

The meeting was attended by the Deputy Commissioner (Relief), Assistant Commissioners, Deputy Director FCS and CA, Zonal Officers/Camp Commandants of the Relief Organization, concerned Tehsildars, and officials from allied departments.

Officials informed that with the digitization and integration of ration cards into the NFSA database, the 50,000 migrant families will now gain seamless access to key welfare schemes, including old age pension, scholarships, and marriage assistance.

It was further stated that following the launch of the new Public Distribution System (PDS) portal by the Department of Food, Civil Supplies and Consumer Affairs, the integration exercise of these migrant families into the national database has been formally initiated.

The meeting was apprised that difficulties faced by migrants in availing benefits under the Ayushman Bharat Scheme have also been resolved after their transition into the NFSA framework.

Karwani directed all concerned officers to ensure time-bound completion of the integration process along with necessary preparatory measures to guarantee uninterrupted ration supply to all migrant beneficiaries.

He emphasized that the existing scale of ration under the Relief Category shall continue under the new system without disruption, irrespective of categorization norms relating to inclusion, deletion, bifurcation, conversion, and correction of ration cards.

Directions were also issued for door-to-door verification campaigns and prompt rectification of typographical errors in ration cards within a fixed timeframe.

Karwani further called for regular outreach camps to facilitate beneficiaries and instructed senior officers of the Relief Organization to closely monitor progress on a daily basis across all zones and camps.
