Chief Minister Omar Abdullah said the measure is intended to raise revenue while maintaining social welfare spending. He highlighted the need for fiscal discipline through efficiency and austerity and improving public expenditure through scale, competition and private participation.
The Chief Minister added that the rebate cut would help rationalise diesel prices and support a gradual shift towards cleaner technologies. He assured the Assembly that, despite the reduction, diesel prices in Jammu and Kashmir would remain lower than in neighbouring states, including Punjab, Haryana, Himachal Pradesh and Delhi.
The government described the move as a step to balance fiscal consolidation with environmental responsibility while keeping fuel prices competitive.
As of February 6, 2026, diesel prices in India remain stable, ranging between approximately Rs 78 and Rs 98 per litre, depending on the state and city.
