SRINAGAR: The National Pharmaceutical Pricing Authority (NPPA) has capped the retail prices of 39 essential drug formulations, including medicines used to treat hypertension, diabetes, cardiovascular diseases and HIV, under the provisions of the Drugs (Prices Control) Order (DPCO), 2013.

In a notification, the drug price regulator fixed the maximum retail price of the specified formulations, exclusive of Goods and Services Tax (GST), covering several fixed-dose combinations widely prescribed in clinical practice.
Among the key formulations brought under the price cap are Amlodipine, Telmisartan and Metoprolol Succinate tablets for the treatment of hypertension, priced at Rs 12.03 per tablet, and Empagliflozin, Sitagliptin and Metformin Hydrochloride (ER) tablets for diabetes, with prices ranging between Rs 14.88 and Rs 17.17 per tablet, depending on the dosage strength.
The NPPA has also fixed the retail price of Tenecteplase Injection (50 mg), used in the treatment of acute myocardial infarction (heart attack), at Rs 60,238.27 per vial. A Combikit of Darunavir, Ritonavir and Dolutegravir tablets used for HIV treatment has been priced at Rs 330.40 per kit.
The notification further includes price ceilings for several other formulations used in the management of cardiovascular diseases, including combinations of Atorvastatin with Ezetimibe, Clopidogrel and Aspirin, as well as Telmisartan with Chlorthalidone and Cilnidipine.
The NPPA said any existing manufacturer introducing the same new drug within 12 months of the notification must market it at a retail price not exceeding the notified ceiling price and submit Form-IA on the Integrated Pharmaceutical Database Management System (IPDMS) 2.0 within one month of launch.
The regulator clarified that manufacturers may charge GST only where it has actually been paid or is payable to the Government on the notified retail price.
The order also directs all retailers and dealers to prominently display the latest price list and any supplementary price list at their premises for easy access by consumers.
The NPPA warned that any violation of the notified retail prices would attract action under the Drugs (Prices Control) Order, 2013, read with the Essential Commodities Act, 1955, including recovery of the overcharged amount along with applicable interest.
